Director of the Office of the Vice President of Supply, Logistics and Infrastructure

Santé Québec invites interested people who meet the required requirements to submit their application for the position of Director of the office of the Vice-President of Supply, Logistics and Infrastructure (hereinafter referred to as DBVPALI).

These applications are sought to fill a full-time position.

CONTEXT

The Plan to implement the necessary changes in health, launched on March 29, 2022 by the government of Quebec, initiated a major shift in the organization of health care in Quebec focused on better patient care. As part of this plan, the Act to make the health and social services system more efficient (hereinafter the Act) was adopted on December 9, 2023.

The purpose of the Act is to establish an effective system, in particular by facilitating people’s access to safe and quality health and social services, while strengthening the coordination of the different components of the system and bringing communities together. decisions related to the organization and delivery of services.

To do this, Santé Québec is notably established. Certain functions previously exercised by the Minister of Health are transferred to Santé Québec. The role of the minister is now to determine the priorities, objectives and directions in the field of health and social services and ensure their application.

Santé Québec is administered by a board of directors composed of 15 members, including the chair of the board, the president and chief executive officer (hereinafter referred to as PCD) and the deputy minister of Health and Social Services, who is an ex officio member. The secretary and other members of the Santé Québec staff are appointed according to the staffing plan approved by the board of directors.

ATTRIBUTIONS

Under the supervision of the Vice President of Supply, Logistics and Infrastructure, the Director of the VPALI Office is responsible for managing the organization, planning and coordination of VPALI activities.

The incumbent of this position operates in a constantly evolving environment and must navigate through a vast and complex legal framework, particularly following the recent creation of Santé Québec. His mission is to contribute to the implementation of these changes while responding to new challenges and changing requirements of the health and social services system, by supervising his team and managing the activities of the VPALI.

It is essential for this role to foster collaboration and trust among internal and external collaborators, by listening attentively to these partners to maintain their support. In close collaboration with various stakeholders, including executive assistants and office directors of other vice-presidencies, the DBVPALI ensures the coordination of strategic files with the appropriate bodies.

In cooperation with those responsible for the files under his direction and in the deputy vice-presidents, the Director of the VPALI Office establishes, coordinates and supervises all processes aimed at guaranteeing the proper functioning of the various councils , committees and files falling under the ultimate responsibility of the VPALI, while respecting deadlines. He is empowered to make decisions regarding the execution of required activities and the allocation of resources necessary to achieve the set objectives. He or she provides leadership in synchronizing the organizational agenda of the Supply, Logistics and Infrastructure vice-presidency.

The ideal candidate for this position is an experienced and credible manager, having already worked closely with senior executives. In addition, he has excellent knowledge and several years of experience in health and social services management functions. His knowledge of operations and human resources will allow him to properly support the VPALI and the vice-presidency team on a daily basis.

More specifically, the main fields of action are as follows:

  • Coordinate and ensure monitoring and continuous updating of the multi-year action plan and the annual action plan based on the orientations of Santé Québec and the priorities of the VPALI;
  • Maintain the status of active files of the Supply, Logistics and Infrastructure Vice-Presidency and plan the necessary VPALI activities necessary for the rapid and efficient evolution of these files;
  • Have a complete view of all the files of the sectors under the VPALI (and ensure the necessary follow-ups for updating and continuous progress);
  • Ensure relevant communications with the general management and the logistics, supply and technical services departments of the establishments to maintain effective relationships between the CEOs and the VPALI;
  • Ensure the logistics of VPALI presentations and speeches;
  • Ensure the organization of events organized by the VPALI with establishments and partners (e.g.: Lac-à-l’shoulder);
  • Ensure the organization and monitoring of coordination and consultation meetings with establishments and partners (e.g.: network management committee, national coordination/consultation tables, etc.);
  • Assist the VPALI in its day-to-day management functions;
  • Establish privileged and strategic links with different partners, in different sectors;
  • Develop and update communication mechanisms to promote effective relationships with internal collaborators and partners (notably the office of the President and CEO and the offices of other vice-presidencies) and external partners (notably the MSSS, establishments and Urgences-Santé) of the organization;
  • Develop and optimize the processes and tools necessary to support all VPALI activities;
  • Ensure follow-up on the various reports required by or for the Vice-President of Supply, Logistics and Infrastructure;
  • Analyze the performance of the activities under his direction and the return on objectives as well as post-mortem follow-ups and ensure their optimization;
  • Participate in various action plans, optimization projects, work organization and continuous improvement;
  • Ensure budgetary and administrative follow-ups relating to the vice-presidency.

WORKING CONDITIONS

In accordance with the regulations in force, the annual salary of the DBVPALI is established according to the class 42 salary scale, i.e. from $102,742 to $133,565. This treatment is increased according to the parameters applicable to the regulations in force.

The incumbent will have to travel regularly to the regions of Quebec. Occasionally, she may also be required to travel outside Quebec.
