Directly attached to the General Directorate of Services, you implement the orientations decided by the community in terms of recruitment, training and remuneration. You ensure the management and the follow-up of the careers of the 29 permanent jobs of the municipality, the contracts of the 19 temporary jobs, and the apprentice.
As a direct collaborator of the Director General of Services, your action is part of a process of forward-looking management of jobs and skills, and prevention and awareness of occupational risks.
– Administratively manage the career of agents (advancements, retirement, illness, transfer, retirement, etc.)
– Drafting the decrees and contracts of the staff of the municipality
– Manage and update the individual files of the agents (paper and computerized version)
– Co-construct job descriptions with management and ensure that they are regularly updated
– Follow the update of the organization chart of the municipality
– Establish and update staff monitoring dashboards (advancements, internal promotion, tenure, part-time, RIFSEEP, CET, leave, RTT, etc.)
– Manage internship agreements
– Investigate retirement files
– Prepare, in conjunction with the Management, files relating to medical authorities (Medical Council), and social dialogue (Joint Administrative Commission, Joint Consultative Commission, Territorial Social Committee)
– Inform agents about their rights, HR rules, training, professional competitions and exams, pension plans, the Social Works Committee, etc.
– Be proactive on all documents, tools, dashboards allowing reliable information for elected officials, management and agents and the production of any useful data on the workforce
– Contribute to draft framework documents to be built and/or updated: single social report, social report, training plan, prevention plan, single occupational risk assessment document
– Ensure, in the absence of the accounting manager, payroll management
As agent responsible for the CCAS:
– Universal social reception of people (first information, orientation)
– Instruction and follow-up of direct debit requests
– Processing of requests for social housing and support for people
– Creation of legal and optional social assistance files
– Development and management of the related budget (including entry of mandates and titles)
– Preparation of committees (agenda, meeting minutes, deliberations and implementation of decisions)
– Accompaniment of the public in difficulty for the administrative procedures (remote assistance, household help files…)
You master office tools (Word, Excell, Outlook, Powerpoint) and are able to build skills on specific software.
You know how to work in project mode, and demonstrate a spirit of synthesis and editorial skills.
You know how to exercise discretion, confidentiality and rigor in the exercise of your duties.
