Along the winding mountain road, the wheels rolled over the thick ice and drove forward. After passing through the landslide section three times, we finally arrived at Zhangguojia Village, Liugou Township, Jishishan County, Gansu Province on the top of the mountain. At midnight on the 18th, a magnitude 6.2 earthquake occurred here, and the affected people were resettled within a short period of time.

In the resettlement site, 86-year-old Zhang Guiying was eating hot soup noodles. When reporters visited, they saw that the tent was also piled with vegetables, milk, bread and other relief supplies sent by rescue workers.

Ensure that the affected people have food, clothing, clean water to drink, and temporary shelter… After the earthquake, Gansu Province immediately launched a Level II emergency response for earthquake relief and established an earthquake relief headquarters to quickly carry out rescue work and post-disaster placement work.

People first, life first. From 23:59 on the 18th to 15:00 on the 19th, in less than 16 hours, the rescue work in Gansu Province was basically completed, and the focus shifted to the treatment of the wounded and the living arrangements of the affected people.

A fast and efficient emergency management system is directly related to the safety of people’s lives and property. In recent years, China has continued to build a comprehensive emergency rescue system for all disasters and major emergencies, improving emergency rescue efficiency, minimizing disaster losses, and making every effort to protect the safety of people’s lives and property.

Han Zhengming, director of the Gansu Provincial Emergency Management Department, said that the post-earthquake rescue in Jishi Mountain was the fastest dispatch of rescue forces in Gansu. Immediately after the earthquake, the Gansu Provincial Fire Rescue Corps, the Provincial Forest Fire Corps, the provincial emergency rescue team, and social emergency rescue forces dispatched more than 4,500 rescue personnel and more than 820 vehicles to the disaster area to quickly carry out full coverage and no blind spots search and rescue. .

At about 5:00 on the 19th, the first batch of 32 people and 10 vehicles from the Gansu Blue Sky Rescue Team arrived in Jishishan County. Captain Yu Ruofei has rich experience in earthquake relief work at home and abroad. “After we arrived, we immediately carried out investigation, transfer, and construction of temporary resettlement sites and other related work. On the afternoon of the 19th, the people had hot meals, and the rescue efficiency was very high.”

Through advance simulation and efficient drills, China continues to improve its comprehensive rescue capabilities for dealing with major earthquakes and disasters. In 2022, the Office of the State Council Earthquake Relief Headquarters, the Ministry of Emergency Management, and the Gansu Provincial People’s Government jointly held the “Emergency Mission 2022” practical exercise for earthquake relief in plateau and alpine areas in Zhangye City, Gansu Province and other places; in 2023, Gansu in Lanzhou New District Practical exercises on earthquake relief and disaster relief were held in other places.

Han Shujun, a second-level inspector of the Gansu Provincial Department of Emergency Management, told reporters that these two large-scale emergency drills took into account the complex earthquake disaster chain characteristics of Gansu Province’s geological environment, innovated rescue techniques and tactics, and tested the adaptability of rescue equipment. This exercised the rescue team’s rescue capabilities under plateau and cold conditions.

Guiding the masses to help themselves and each other is another solid guarantee for China’s emergency management system to extend to the grassroots level. According to reports, Gansu has trained more than 270,000 emergency first responders – township cadres, village cadres, and village group cadres. They are familiar with the situation at the grassroots level and can direct the people on the scene to carry out emergency rescue and disaster relief as soon as possible after the disaster occurs, grabbing “gold” Rescue time”.

Zhang Huilin, 58-year-old Party branch secretary of Kexinmin Village in Dahejia Town, promptly evacuated people and checked for risks after the earthquake. “He knew where every house was, and even the location of the rooms of the elderly and children in every household. In the darkness, he led us from house to house to locate and rescue people.” The villagers told reporters that everyone quickly and successfully moved and carried out self-rescue.

Currently, Gansu is actively relocating the affected people and distributing relief supplies in an orderly manner. “People-centered, let the masses have something to rely on,” Han Zhengming said. (Participating reporters Wang Pengyu and He Wen)
