Jean-Gaspard Ntoutoume is the new Director General of Debt in Gabon. Born in Libreville, Gabon in 1968, Jean Gaspard Ntoutoume Ayi is a senior specialist in public finance management. He has a solid background in public administration and international experience, notably as an independent consultant.
Its areas of expertise are public administration, public finance management including at the sectoral level, social security (mainly health insurance). Member of the opposition political party National Union of Paulette Missambo, Jean Gaspard Ntoutoume is an opponent of the Ali Bongo regime, which among its missions, will ensure the implementation of the State debt policy and the active management of public debt. His deputy will be Ms. Tina Kabangoye.
Note that Jean Gaspard Ntoutoume Ayi replaces Clotaire Obame Nze, Director General of Debt, appointed in January 2023 by deposed President Ali Bongo Ondimba.
