Javier Miley was present at the National Congress to begin the Ordinary Sessions. There was great expectation about the main points he was going to address. The one that stood out the most, among many, was the «May Pact», an agreement that was proposed between Casa Rosada and the provinces. Although he expressed his distrust of the governors, he did not want to miss a necessary opportunity for his governability.
After what was the parliamentary setback due to the Omnibus Law and a DNU that will remain until it is dealt with in the chamber, Javier Milei called for a political reopening. As a mentor of the initiative, he imposed the inflexible rules of the game on it. There he marked his intention to bring positions closer again without first making it clear that he is the “owner of the ball.”
Córdoba would be the destination where the governors and the President would come together to celebrate a “pact” that promises many vicissitudes on the long journey until reaching the “Docta.” The debate about the co-participationthe explotion of natural resourceslas provisional and labor reformsthe reduction of public spendingwill be difficult posts to overcome before arriving in the Mediterranean province on May 25.
Added to the parliamentary problems was the conflict with the provinces over the removal of transportation subsidies and the cut of the teaching incentive (FONID). He championed the revolt Ignacio Torres. The governor of Chubut dared to threaten to cut off the supply of gas and oil if the co-participation funds withheld due to a debt owed to the Nation were not returned.
Javier Milei’s attitudes and actions showed him disaffected by the provincial rebellion. However, without explicitly acknowledging it, he appeared before Congress with the intention of signing an unorthodox peace. «Confrontation is not the path we want or the one we choose “There is another possible path, a different path, a path of peace and not confrontation,” he said.
The surprise in the room was instantaneous. There was a Milei that revealed his aggressive posture in recent weeks. The path of the truce was immediately strained: «I think corruption, meanness and selfishness are too widespread«, he verbalized with his eyes fixed on the governors. And he added: «I don’t have too much hope«.
The pact that was placed on the table makes evident the need to retry a confluence with the ineffable, but utilitarian “caste”. The proposal indicates that the impulsiveness of returning the Bases Law to committee was not the best resolution since it would be discussed again soon. AND his unwanted desire to engage in dialogue with the “caste” is translated with the cumbersome and non-negotiable rules.
Governors
The provincial leaders, for the most part, quickly came out to sign up for political poker. Everyone with the same tone and countenance accepted the invitation without giving any clue. They will sit at the table to listen to the Executive Branch’s proposal. Motivated and hopeful they will wait for the distribution of cards. Until it’s time to see what happens to them, they remain friendly, but they understand that the game can end aggressively and unexpectedly.
One of the country’s main governors and the possible host of the “May Pact”, Martin Llaryorahas already announced what his position is: “May is far away y quick action must be taken because with this level of recession it is necessary to apply palliative measures to defend employment and wages.”
Another jurisdictional leader, Maximiliano Pullaro, governor of Santa Fe, celebrated the call in the same way as his peers. He also raised a condition that has not yet occurred: «It is time to listen to each other with respect, without impositions«, he warned on his social networks.
