Japanese Prime Minister Fumio Kishida Announces Measures to Support AI Development in Economic Package

Japanese Prime Minister Fumio Kishida promised on Monday (October 9) that measures to promote the development of artificial intelligence (AI) will be included in the economic package to be released at the end of this month.

The United Nations-sponsored Forum on Internet Public Policy Issues (IGF) opened in Kyoto on Sunday (9th), focusing on artificial intelligence and measures to combat disinformation. Fumio Kishida made the remarks at the forum on Monday.

Kishida pointed out that the Japanese government plans to fund the development of computing resources and basic computing models to better handle the large amounts of data used for artificial intelligence development and use.

Kishida also said that the government will also allocate special funds to promote the application of artificial intelligence in small and medium-sized enterprises, medical and other fields.

Furthermore, in the fight against false images and other forms of disinformation, there is an urgent need to establish a technology to confirm and verify who is sending the information, which will be important and effective.

Fake images and other forms of disinformation are often generated using generative artificial intelligence (AIGC).

At the ongoing forum, the Japanese government is collecting opinions from various stakeholders, including AI developers and researchers. Many ideas will be reflected in “Hiroshima Artificial Intelligence Process”.

The progress report is the framework for discussions among the Group of Seven (G7) countries on how to regulate generated artificial intelligence. In this framework, the G7 will develop rules on artificial intelligence-related topics to avoid misuse of the technology.

In addition, Fumio Kishida said on Monday that the G7 is preparing for an online summit meeting to be held as early as the fall, when international guidelines for artificial intelligence developers will be formulated.

At the same forum, Japanese Digital Minister Taro Kono also emphasized that the formulation of a code of conduct for artificial intelligence requires more countries to join the dialogue.

On the same day, Vera Jourova, the European Commission’s Vice President for Values and Transparency, said in an interview that Japan and Europe have many convergences in their views on artificial intelligence and generative artificial intelligence.

The European Union has led the way in regulating emerging technologies with its tough artificial intelligence bill, while Japan is seeking more flexible guidelines than the EU to boost economic growth.
