The previous policy was to accept the idea of ​​attacking the enemy only as a constitutional last resort. But Japan says missile attacks against it have become a major threat and its current missile defense system is inadequate. North Korea has fired missiles more than 30 times this year alone.

China has also fired ballistic missiles near the southern Japanese islands. Japan therefore asserts that acquiring a counterattack capability to defend against an imminent enemy attack is constitutional.
