Tokyo: Japan is preparing for a fundamental change in national security policy. The country is getting close to acquiring a counterattack capability to deter enemy attacks. The new policy includes decisions to improve defenses and double spending to protect against threats from China, North Korea and Russia.

The new strategy marks a historic shift in Japan’s self-defense policy since World War II. Japan aims to achieve the capability to intercept and defeat an invasion of its country within 10 years. The new move is a reversal of 1956 government policy.
The previous policy was to accept the idea of attacking the enemy only as a constitutional last resort. But Japan says missile attacks against it have become a major threat and its current missile defense system is inadequate. North Korea has fired missiles more than 30 times this year alone.
China has also fired ballistic missiles near the southern Japanese islands. Japan therefore asserts that acquiring a counterattack capability to defend against an imminent enemy attack is constitutional.
