Jacques JP Martin re-elected President of Sipperec in an electric atmosphere

As a reminder of previous episodes, the right, the majority in the union, had appointed Richard Dell’Agnola (LR), mayor of Thiais, to succeed Jacques JP Martin (LR), mayor of Nogent-sur-Marne, at the head of this intercommunal association of energies and communication networks which brings together 116 suburban municipalities. A unanimous designation during a video meeting of the LR mayors of Val-de-Marne, whose legitimacy was contested by the Nogentais councilor. The latter had therefore announced his intention to seek a new mandate.

It is in this context that a tense meeting of elected officials on the right was held on Wednesday, before the installation meeting of the council. The opportunity for elected officials to ask the mayor of Nogent to step down. The interpretation of what the elected representative answered then differs according to the protagonists. “He agreed to retire and then came to see me at the start of the session to tell him that he was holding on”, explains Richard Dell’Agnola. “I simply said that I was waiting for new proposals”, reacts Jacques JP Martin.

In any case, once the session has started, the elected representative from Nogente, chair of the session as dean, announced his wish to apply for a second term.

The 116 members of Sipperec therefore had to decide between the two LR mayors of Val-de-Marne in the ballot box, giving 253 votes to the elected Nogentais against 195 for that of Thiais. To understand why 448 votes were expressed when there are only 116 members, it should be remembered here that each city can have one or more skills (electricity, networks, renewable energy) within the union, giving them more or less votes, up to 7. It is in this context that the candidate, officially dubbed by the right, majority in the union, found himself out of the game, just as it had happened this summer in the Metropolis from Paris.

“He was re-elected with the votes of those elected from the left who must find him easier, more fragile”, says Richard Dell’Agnola. “I was legitimately elected. I am ready to discuss again after the presidential election but it is up to me to decide when I will consider that I am no longer useful ”, concludes Jacques JP Martin, who has also just returned for a fourth term in his city, at 78 years old. As for the internal management crisis at Sipperec, which had given rise in July to a letter from the majority of the executive to claim the head of the former general manager of the establishment, Julien Taris, because of a management controversial, the boss of the union believes that it is now behind since the appointment of a new director in the person of Arnaud Brunel, also director of the Mixed Economy Company SIPEnR which develops renewable energy projects. As a reminder, the union relies on a team of 80 people.

An office of 21 people

In the wake of this election at the head of the union, an office of 21 members including 13 vice-presidents was elected. Detail below.
