IVVI Lecture: The Berlin Administration and the Corona Pandemic

The aim of the first IVVI seminar on the topic “Berlin administration and the Corona pandemic: Lessons learned and next steps” was to take stock of the dialogue with representatives of science, administration and politics using keynotes, workshops and discussion groups discussion draw and develop future-oriented conclusions and necessary actions.

The President of HWR Berlin, Prof. Dr. Andreas Zaby opened the conference with a greeting to the participants, especially the employees of the Berlin administration present. He underlined the importance of IVVI Berlin as one of the new internal institutes of HWR Berlin (founded in 2021) for the dialogue between science and practice with the Berlin administration. prof. dr. Benedikt Speer, director of the IVVI, thanked all the colleagues, on whose commitment the activities of the IVVI and also of the workshop depended. To strengthen research in the universities of applied sciences, however, further institutional efforts are needed, especially in the area of ​​decentralized research funding.

In his scientific speech, Prof. Dr. Stephan Bröchler, spokesman for the group of Administrative and Political Sciences of the IVVI, ten lessons from the corona pandemic for the public administration, resulting in particular from the structural and procedural changes to the framework conditions. The corona pandemic is a window of opportunity for changes that has made deficits visible and opened up design options.

In three parallel workshops led by IVVI members, the participants took stock and elaborated on the need to act on the following three thematic areas: culture of change in public administration; Employer image of public administration and personnel marketing; Communication and external dimension of the fulfillment of public administration tasks.
