Sofia, November 28, 2022 – “Cornelia Ninova’s appeal to former BSP members who left and created new formations to return to the party is surprising. Just as in physics it is difficult for centrifugal forces to turn into centripetal ones, especially when the nucleus is of reduced weight and no longer creates such gravity, so the BSP can hardly claim to be the center of a new left unity, given that all these naroili leftist formations originate precisely from BSP dissidents.”
Ivo Hristov, a member of the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament (S&D), said this in the program “Face to Face” on bTV.
According to Hristov, the left unification should not be a project, but a party.
“We live in a time when parties shy away from declaring themselves as such and are called “projects”. These are short-term projects whose names are not even remembered by citizens. A party with clear values and clear faces is needed. I am in favor of a reboot of the left. In other words, not the mechanical unification of these formations that will meet tomorrow, but a project of the type of the Italian “Rifondazione”. That is, let’s rethink the left heritage, take inventory of the historical contribution of the left in Bulgaria, the human potential and state clear theses”, believes Hristov.
In his words, the thesis that the result of the BSP is the result of the lack of voting with paper ballots is not convincing.
“There are probably people who are wary of machine voting, but I don’t think that’s deterring voters. Bringing back the paper ballot is a short-term boost to voter turnout. It may add a percentage-two-three, but it will bring back the risk of abuses of the old schemes, which risk should take precedence in the priorities with which we look at the political process, over this short-term doping. In other words, avoiding this danger is more important,” the MEP believes.
On bTV, Ivo Hristov also commented on the idea of changing the Constitution in the direction of a presidential republic: “The convening of a Grand National Assembly on the way to a presidential republic is inevitable. Our Constitution cannot continue to exist in its present form. It produces short-term governments and disappointments. Every succeeding parliament is only busy rewriting the election rules according to who got in and what their interest is. Therefore, the scenario of convening a Great National Assembly is inevitable. From there – three possible directions.
One – constitutional monarchy. This is unrealistic. The next option is reform of the existing parliamentary republic. Here, some suggest giving an electoral bonus to the winning party, as in Greece. This will even exacerbate the current legitimacy problem, as few people currently vote and the first party effectively has very few votes.
This will not solve the problem of manageability and sustainability of management, as we will once again have forms of controversial coalitions with a short-term horizon.
The third option remains – a presidential republic; with all the potential objections to it. One of them is “Radev wants to rule without limits and forever”. With a new constitution, there are new presidential elections. Lozan Panov or one of the stars of the right could be selected. This is not an “intuito persona” change, it does not affect the specific current president”explained Hristov.
According to him, a presidential republic will create stability in governance and a horizon of at least five years, as it is not susceptible to phenomena such as the “golden finger” and parliamentary racketeering, with which even small parties can currently dictate the agenda of society.
“At the moment, even the smallest party, if the parliamentary majority depends on it, can dictate the agenda of society and block the formation of a government, blackmail and so on. It can also be paid for, we have heard that this has happened in the past. In a presidential republic, the parliament can block a government appointed by the president. The “checks and balances” system is necessary; it’s a virtue, not a problem. The President should be under the control of the Parliament and the Constitutional Court. At different levels, authorities must balance each other. But we must have a minimum five-year development horizon. For a year and a half or two, the country has not been governed and is becoming more and more ungovernable. We are stuck in a serious crisis, many problems are accumulating. We have pointless arguments about the name of a given law, about codes. Everything is centered around who will take the majority in the next parliament, which will probably be in a delicate balance again and may not produce a cabinet at all,” said the MEP.
According to Hristov, there is an accumulated critical mass of contradictions and infighting between the political players, which make negotiation impossible.
The MEP also commented on the conference held today, organized by him and EURACTIV Bulgaria:The issue of Pegasus spyware affects the privacy rights of every citizen, almost all of us have smartphones. Based on our chats, clicks, preferences, electronic payments, a very objective image of what we are can be built.
The Pegasus software installs on our phones without any active action on our part. It doesn’t even take a click, just a missed call in one of the apps we use.”
According to him, 50,000 phones in the world, including those of heads of state, were infected with Pegasus. The same software was used to track the Saudi journalist Jamal Khashoggi, who was killed in Istanbul.
“This is an affair concerning the transformation of our world towards societies without personal freedoms and without personal space. We are currently a society of current and future paranoiacs. Anyone who knows or assumes they are being watched behaves differently.
Recommendations for changes to current legislation should be developed, this is a national prerogative. Control over the use of CPS, before their use and after the acquisition of the data, is in the hands of the state. And everywhere this control is very bad, since those in power abuse this tool and they cannot control themselves”, said Ivo Hristov.
