“It became impossible to elect the government that was presented to the public. That chance was wasted because the risk of making political mistakes happened – to make it known that politicians give in to excessive emotions, that they throw themselves in their words, that they speak ridiculous things, gossip about Maria Gabriel’s husband. It is true that politicians do this in private conversations, but there is no excuse for leaders when they show weakness and inability to argue in favor of what they want to be decidedand instead of facts and evidence – to refer to Ursula von der Leyen or Charles Michel”.
Ivan Kostov, Prime Minister of Bulgaria 1997-2001, stated this before the BNR. And he expressed the opinion that the negotiations between PP-DB and GERB have not only been frozen, but have been returned to their starting point, allowing the arrangement for a rotating presidency to remain.

“This crude expression means the civil rehabilitation of Borisov, because it is impossible for any party to do it for anyone. If someone has committed a crime and there is a working judicial authority, that someone is in the hands of the judiciary, it is not I wonder how such things can be said so easily, when you yourself want to do judicial reform. The judicial reform means exactly that, that politicians cannot decide who is innocent and who should go to prison”.
Kostov was adamant that the deputies themselves should waive their immunitywhen requested by the prosecution:
“Everyone in the National Assembly should know that they are available and if there is any doubt – they will be checked”.
In his words politicians must minimize the damage of the risk having happened and the attempt to elect a government “they had almost put together” failed:
“I am adamant that there must be a government in the country because of a budget with a 3% deficit, PVU, because of judicial and constitutional reform, Schengen, the Eurozone, so that the economy can make a big technological leap”.
Ivan Kostov recalled that after the country’s catastrophe in 1996-97, politicians sought national agreement:
“We managed to reach a consensus on key topics for the country and we did not allow violence to occur because the contradictions were so strong. We followed the consensus for NATO and the EU. … Later in politics, big things always pay. It is not a unique case that a political party pays for the progress of the country“.
Like A gross political mistake, he defined, is that the key decision whether to form a government with GERB is taken separately by each of the parties in the PP-DB coalition:
“If they had held a general meeting of the PG of “PP-DB”, these stories would not have been spoken, they would not have said things that irritated the whole society. … Together they must judge and decide“.
Kostov emphasized that “even when President Rumen Radev took advantage of his position – through his government to propose heads of services and then appoint them by decree, these special services from that moment have no connection with the Bulgarian multi-party political system“:
“They don’t have this connection, these services are dangerous. And they (PP – b.r.) have come to their senses now and will make a revolution. Whoever says such things does not understand the essence of the state system – we are a democratic country”.
Ivan Kostov pointed out that the model of the government with the second mandate was proposed by the political scientist and former MEP from the DSB Svetoslav Malinov:
“They can remain a representative of GERB and PP in the cabinet, but the others must be experts. Svetoslav Malinov has been saying this for two months, the credit goes to him for the idea. It is good that DB has adopted the idea, but PP has not. Now it is also perceived by GERD. … There are moves as long as there is a desire to satisfy the interest of the whole country“.
He suggested to meet the PG of “PP-DB” and decide who it broadcasts and what mandate it gives it to negotiate with GERB:
“They have an agreed program, they have priorities, many things have been implemented, the Constitution just needs to be implemented – this is one of the few things left in the country”.
The democratic community in the country is a majority of the entire population, not 7%he pointed out.
In connection with the allegations that the president is delaying the handing over of the second mandate, Kostov stated:
“There is definitely an external interest in Bulgaria not having a government. from, if I’m in the place of the Russian special services, that’s where I’ll attackI will try to break the political system of Bulgaria and that’s exactly what they do. Radev may not be aware, because he has not given evidence that he understands the risks facing the country. Either through ignorance or affection, ideological proximity in the Putin regime somehow serves them. I don’t want to blame him directly for doing it on purpose, because it’s on the tip of my tongue to say it.”
Kostov warned President Rumen Radev that if he made his own political project, it would fail:
“Even more so because he doesn’t understand politics”.
