In the ATD competition, the “Gulbene, Alūksne, Balvi” part of the route network was recognized as the winner by SIA “Latvijas svetsikais Autobusss”, “Jelgava, Dobele” part of the route network – JSC “Talsu autotransports”, “Madona” part of the road network – SIA “Norma-A” , in the section of the road network “Rēzekne, Ludza” – association of persons AS “Rēzekne busu park” and SIA “RO Reiss”, in the section of the road network “Talsi, Tukums” – BOTH “Tukuma auto”, in the section of the route network “Valmiera, Valka, Smiltene” – AND “VTU Valmiera”, but in the “Ventspils” part of the route network – “Public bus of Latvia”.
About the results of the competition, a total of seven complaints were filed by an association of private individuals, whose members include SIA “Gulbenes Autobuss” and “VTU Valmiera”, the municipality SIA “Ventspils reiss”, an association of private whose members include ” Latvijas sovestikais Autobuss” and the Lithuanian company “Vlasava”, as well as “Tukuma auto” and “Talsu autotransports”.
IUB, having examined the complaints, prohibited ATD from concluding tender contracts and gave a mandate to cancel the decisions taken regarding the winners of the tender. Within 30 working days of communication of the IUB provision, ATD must eliminate the violations found and re-evaluate the offers presented in the tender.
The complainants alleged in their complaints that the offers of some of the winners were unreasonably cheap, while others claimed that the technical offer of the recognized winners did not meet the requirements of the tender.
CONTEXT:
In the ATD tender, the most economically advantageous offer was evaluated, where the price represents 40% and the technical offer 60% of the evaluation. In the technical proposal, the experts evaluated the age of the buses, the provision of accessibility for people with functional disabilities and the technical equipment of the buses. The quality and safety of the provision of services, such as the video surveillance and GPS function, were also evaluated, as well as additional bonuses such as cashless payments and others.
In the tender for seven parts of the network, a total of 55 bids were received from 14 bidders.
The main competition concerned the opportunity to provide public transport services in the ‘Madona’ and ‘Ventspils’ parts of the route network: nine candidates had submitted offers for each of these parts. Eight offers were also received for the possibility of serving the “Gulbene, Alūksne, Balvi”, “Talsi, Tukums” and “Valmiera, Valka, Smiltene” part of the route network. In the part of the route network “Rēzekne, Ludza” seven offers were submitted, and “Jelgava, Dobele” – six.
The contract with the winners of the competition will be concluded for 10 years – until the end of 2033.
The tender in question was a reissued tender,
because the bids initially submitted by the applicants did not meet the requirements of the tender rules and technical specifications. Furthermore, taking into account the geopolitical situation, ATD has verified once again whether the operators are able to return to the costs indicated above, relating to the purchase of buses, fuel prices, energy resources, as well as financial availability in general.
The aforementioned seven parts of the network are the last to be put into the competition.
In the previously announced five parts of the route network – “Liepāja”, “Kuldīga, Saldus”, “Pierīga”, “Bauska” and “Daugavpils, Krāslava” – a contract was concluded with the winner of the competition, who entered into in effective from 1 August 2021. In four parts of the route network – “Cēsis”, “Jēkabpils, Preiļi, Līvāni”, “Limbaži, Sigulda” and “Ogre, Aizkraukle” – the procurement commission determined the winners, from which in the network parts “Ogre, Aizkraukle ” and “Jēkabpils, Preiļi, Līvāni” entered into force on 1 July 2022, but in the network parts “Cēsis” and “Limbaži, Sigulda” the extension of the preparatory phase was determined until 30 June 2023.
After all contracts have been concluded and entered into force, public transport services will be provided by buses with an average age of 4.17 years over a 10-year period in all parts of the route network.
