ITN provoked the coalition with changes against masks and certificates

Andrey Chorbanov wants guarantees in the health law against “mandatory vaccination campaigns”

Against the background of the gaping conflicts in the coalition on all sides, “There is such a people” also proposed provocative editions of the texts submitted by deputies of “We continue the change”, BSP and “Democratic Bulgaria” in the health law. The texts will be discussed at the second reading in the relevant committee this week, and it is unclear whether there is an agreement between the four parties to support the ITN texts.

The changes in the other three parties in the coalition aim to give the health minister the right to impose anti-epidemic measures even without an epidemic emergency or state of emergency. They were late, and the ITN and the opposition did not allow themselves to be pushed through parliamentary procedures, demanding at least 7 days for proposals between the first and second readings. Therefore, at the moment there are no orders with the recommended use of masks when crowding people, etc.

At the first reading, the ITN warned that it would depend on the final version of the changes whether they would support them with their votes in the plenary hall. In the Health Commission, Dr. Silvi Kirilov asked for a very precise clarification of the texts, as in his first version, according to him, they give too broad powers to the Minister of Health to impose restrictions without criteria and deadlines after the abolition of the anti-epidemic situation. There were similar remarks from GERB.

The petitioners do not revise their initial proposals, in which the only specific requirement for the next stage of the measures is that they do not prohibit entry into the stratum, do not restrict movement and lead to the closure of facilities and services. However, changes were introduced by Andrey Chorbanov, ITN, who is an immunologist. He suggested that the law add that “anti-epidemic measures cannot include mandatory vaccination campaigns, mandatory tests, wearing protective equipment and any form of prohibition or permitting certificates.” This text refers only to a period in which there is neither a state of emergency nor an epidemic.

The text almost completely contradicts the intentions of the government. Their draft specifically states that “anti-epidemic measures may include the organization of immunization campaigns, the opening of temporary immunization centers and the formation of immunization teams on the ground.” This, according to Chorbanov, should be dropped, although there is nothing mandatory in it.

Although this is not explicitly stated in the law itself, the other three parties in the coalition point out in their reasons that the possibility of introducing mandatory masks and green certificates at the border remains the same. Apart from opposing these possibilities, the ITN MP also proposes to introduce a period of 21 days for the measures to take effect. There is no such at the moment.

There are two serious remarks on the draft of the deputies in its financial part. The National Health Insurance Fund sees “many risks” in one of the proposed texts – that the fund will continue to be able to conclude contracts with hospitals and others. providers of medical care who do not meet the conditions for this. Thus, new contractual partners of the National Health Insurance Fund may appear, which are not envisaged and the funds are not unlimited, warns the manager Prof. Petko Salchev. Deputy Prime Minister and Minister of Finance Asen Vassilev warned that the texts would lead to additional budget expenditures, and such estimates were not attached to the bill.
