The outcome of the auctions for the transition of non-vulnerable customers from greater protection to the gradual protection market will be made official today, Tuesday 6 February. Around 4.5 million people will have to leave the operator that supplies them with electricity from July 1st to switch to another supplier, which won customer packages at auction at the beginning of January. The provisional assignments (which in principle should be confirmed with the formalization by the Single Buyer) provide for the passage to seven different operators who will divide up 26 lots covered by the tender and into which the country had been divided.

Few protected customers will remain with their current supplier

If you are a customer of the greater protection you will almost certainly have to change supplier: very few of those who have been awarded customer packages, namely Enel, Hera, A2A, Edison, Illumia, Iren, Eon, have managed to keep the customers of the protection . These customers have been lost, although in several cases others have been gained who will move to the gradual protection regime. To find out which supplier you will end up with, it is useful to scroll through the list of cities and provinces assigned to each operator.

Enel enters 21 cities and conquers Rome and Milan

Enel, the utility that had, and still actually has, a good part of its electricity protection customers, has sold around 4 million customers under protection (especially in Southern Italy) and has gained 1.4 million in the gradual protections especially in Northern Italy. And, in particular, in Piedmont in Aosta, Biella, Verbania, Vercelli, Turin province. In Lombardy it took on customers in Brescia, Milan municipality, Milan province (essentially removing them from the greater protection of A2A). In Emila Romagna in Parma, Piacenza, Mantua, Modena, Reggio Emilia and also in Veneto, Verona, Vicenza, Belluno and Treviso. In Friuli Venezia Giulia in Gorizia, Pordenone and Trieste. In Trentino Alto Adige, Bolzano and Trento. And then there is the large Rome basin, where Acea controlled around 320 thousand protection customers. Enel was awarded the maximum number of lots allowed by the antitrust limits, namely seven.

Hera held in her territory and grew up in the North

Hera, the Emilia Romagna utility that sold customers to Enel in its homeland, was also awarded 7 lots. In the calculation between lost and gained customers, it is the one that probably fared best: it should have lost 40 thousand and gained 1.375 million, with a positive balance of 1.335 million. Hera has taken on clients between Piedmont and Lombardy in Alessandria, Asti, Cuneo, Sondrio, Novara, Bergamo, Cremona, Lodi and Pavia. Udine in Friuli. Between Liguria and Tuscany he won in Genoa, La Spezia, Lucca and Massa Carrara. In Veneto Padua, Venice and Rovigo. Ancona, Pesaro Urbino, Ascoli Piceno, Fermo and Macerata in the Marche. In Emilia Romagna he took Bologna, Ferrara, Rimini, Forlì-Cesena, Ravenna. In Abruzzo Teramo, Chieti, L’Aquila, Pescara. Between Lazio, Tuscany and Umbria it has gathered customers in Viterbo, Arezzo, Rieti, Terni, Perugia and, in Campania, Caserta. Edison was awarded, by winning four lots, the protection customers in Bari, Frosinone, Latina, Catanzaro, Crotone, Lecce, Reggio Calabria, Vibo Valentia, Catania, Enna, Syracuse, Messina and Ragusa. And again: Avellino, Benevento, Grosseto, Livorno, Pisa, Pistoia, Prato and Siena.

Ilumia, Iren and A2A in the South. Eon between Liguria and Lombardy

Illumia (three lots) has taken customers in the cities of Turin, Varese and Como. Then Florence and the province of Rome, the province of Naples, Nuoro and Sassari. A2A (which should have sold 160 thousand customers and gained 285 thousand) has established itself in areas of the Central South such as Cagliari, the city of Naples, Oristano and the south of Sardinia. And again in Sicily in Agrigento, Caltanissetta, Palermo and Trapani. Iren took two lots, selling 82 thousand protection customers, but gaining 340 thousand, with a positive balance of 258 thousand. In particular in Brindisi, Matera, Potenza, Salerno, Taranto; Barletta Andria Trani, Campobasso, Cosenza, Foggia and Isernia. Finally, Eon was awarded a lot in the North, with Imperia, Lecco, Monza Brianza, Savona.

Estimated discount of up to 7 euros per month in gradual protections

The definitive assignment of the packages of the various lots does not imply, however, that the number of those customers is stable. This is not the case at all: decisions to move to the free market can be made at any time, so the number of customers awarded at auction for gradual protections may be reduced. It is probably for this reason that the discount that customers of this market will receive on their bills for the approximately three years in which they will remain in the gradual protection (even if they can leave at any time) will only be calculated at the end of June. That discount, in fact, is given by the discounts that the utilities offered at auction, but it does not represent a reversal tout court. A weighted average discount will be applied to the bills which must take into account all the reductions made by different operators, then weighting it on the number of customers of each lot. The discount for the auction was applied to a fixed component of the bill, foreseen in the greater protection tariffs, which served to remunerate the cost of the service for the operators and was equal to 83 euros per year. According to some approximate calculations, the reductions presented in some cases even went below the threshold of 63 euros, it seems even up to -100 euros for the areas of Northern Italy. This leads some to calculate that customers could benefit from a discount of up to 83 euros per year, equal to approximately 7 euros per month (bills will no longer be bimonthly, but monthly, and the tariff will be at a variable price). But to know the exact figures it will probably be necessary to wait a few more months.

Enel starts with the commercial campaign in Milan

Even before the assignments were made, in some cities the commercial campaign of the utilities that had entered new markets had already begun. Since it was necessary to make downward offers to win the lots, those who had to give up margins to make discounts (especially in the North, where competition was fiercer) must immediately try to attract customers to their free market with interesting offers (but less expensive than what it costs to keep awarded customers in the gradual protection regime) in order to recover some profit margin. In recent days, for example, in Milan Enel has launched a very extensive advertising campaign with this objective. She was the first to move, but soon the others will start too.
