Italy in red zone for New Year 2021. From today until January 3, the more restrictive rules, provided for by the Christmas decree, are again in force, with the addition of a ‘special’ curfew. According to the calendar, provided for by the provision, December 31 marks the restoration of restrictions on travel and shops to face the risks associated with the spread of Coronavirus. Until January 3, and then again on 5 and 6, Italy will have to deal with a scenario of maximum severity characterized by a high level of risk (type 4 scenario). So here is an extra-large curfew for New Year’s Eve: between December 31 and January 1, ban on going out from 10pm to 7am, except for reasons of work, necessity or health that must be documented with self-certification. The other days it will stay between 10pm and 5am.

MOVEMENTS – The return to one’s residence, domicile or home is always a legitimate reason for moving, just as travel for proven reasons for work, health or necessity is always possible, without distinction between days and times. Until January 6, 2021, all movements are prohibited, including to visit friends or relatives, which involve leaving the Region in which you live or in which you have residence. On the days in the red area it will be possible, once a day, to travel to visit relatives or friends, even to other Municipalities, but always and only within the same Region and within the maximum limit of two people. The person or two people who move can still bring with them children under 14 (or other children under 14 over whom the same people exercise parental authority) and disabled or non self-sufficient people who live with them. You can go to assist a relative or a friend who is not self-sufficient.
SELF-CERTIFICATION – You must always be able to demonstrate that the movement falls within those permitted, including by self-certification. The truthfulness of the self-declarations will be subject to subsequent checks and the ascertained falsity of what has been declared constitutes a crime. The justification of the work reason can also be proven by showing adequate documentation, provided by the employer (badges or similar) suitable to demonstrate the declared condition.
BARS AND RESTAURANTS – Restaurants and other catering businesses, including bars, pastry shops and ice cream parlors, are open exclusively for takeaway and home delivery. In the areas or at times when the consumption of food and drinks is suspended inside the premises, the entry and stay in the same by customers are allowed only for the time strictly necessary to purchase the products for take-away and always in compliance of the contagion prevention measures. However, gatherings or consumption in the vicinity of the premises are not allowed.
SHOPS – Retail trade activities are suspended, except for the sale of food and basic necessities identified. The sale of permitted goods can take place both in “neighborhood” establishments (small shops) and in medium and large sales structures, even within shopping centers, as long as access is allowed only to establishments or parts of establishments that they sell the permitted goods. The closures for shopping centers on holidays and the day before holidays remain firm. The markets are closed, except for activities aimed at the sale of foodstuffs only. Newsstands, tobacconists, pharmacies and parapharmacies remain open.
