Italian citizenship referendum: what it is, why it is signed and how

The goal is to collect 500 thousand signatures by September 30th. And time is running out. Let’s talk about the referendum on citizenship presented last September 4th. The objective is to reduce the years of legal residence necessary for non-EU citizens to apply for Italian citizenship from 10 to 5.

How to sign

To sign the referendum you just need to have the spid and connect to the referendumcittadinanza.it website. From there you connect to the Ministry of Justice website and in a few clicks you sign complete with a receipt. Otherwise you can vote at the promoters’ stands or in their offices, as long as you have an identity document with you.

The objectives

The legislation in force establishes that Italian citizenship can be granted to foreign citizens who have been legally resident in the territory of the Republic for at least 10 years. This question proposes to halve this deadline, bringing it back to 5 years, as was provided for by legislation before 1992 and as established in several other EU states.

For the purposes of granting citizenship, in addition to uninterrupted residence in Italy (which this referendum proposes to reduce to 5 years), the other requirements already established by current legislation and jurisprudence would remain unchanged, such as: knowledge of the Italian language, possession of adequate economic sources, professional suitability, compliance with tax obligations, the absence of impeding causes linked to the security of the Republic.

In Italy, there are approximately 2.5 million people in possession of these requirements who could benefit directly or indirectly (cohabiting minor children) from the proposed intervention.

The question

The question that will be on the ballot if 500 thousand signatures are collected and the Constitutional Court judges it admissible will be the following: “Do you want to repeal the art. 9, paragraph 1, letter b), limited to the words “adopted by an Italian citizen” and “subsequent to the adoption”; as well as letter f), containing the following provision: “f) to the foreigner who has legally resided for at least ten years in the territory of the Republic”, of law 5 February 1992, n. 91, containing new rules on citizenship”?”.

What is needed for the referendum to be valid

For the referendum to be valid, the validity quorum must be reached, i.e. 50% plus one of those entitled to vote must participate in the vote. For the law that is the subject of the referendum itself to be repealed, a majority of valid votes must be reached.
