“It will improve the service of the staff”

Uniformed in a striking fluorine red, the Madrid mobility agents They have regulated traffic in the capital since the time of Alberto Ruiz Gallardón as mayor. Created in January 2004, the Corps is closer than ever to incorporating ex-military personnel from the ranks of troops and sailors into its ranks.

The José Luis Martínez-Almeida City Council plans to reserve them 50 places in a next callaccording to municipal sources told this newspaper. The solution has not yet been approved.

The Troop and Sailor Law of 2006 marks that the Ministry of Defense can promote collaboration agreements with local administrations so that positions are reserved for these soldiers. As a requirement, they must have more than five years of service in the Armed Forces.

The Association of Spanish Troops and Sailors (ATME) explains that the military continues to be so during the opposition processes, although they lose this status if they achieve the position.

The idea of incorporating ex-military members into this municipal unit has been discussed in the Madrid City Council for years. Precisely, from ATME they indicate that they were together with the Professional Union of Mobility Agents (SPAM) those who began to demand this possibility in 2019. Although, the City Council defends that it has been Its management that has allowed us to reach the current pointwith fifty places on the horizon.

Vox has also been interested in this for some time. First, he asked a local commission in 2021 if this alternative had been explored. Already then the delegate of Urban Planning, Environment and Mobility, Borja Carabantewas open to dialogue with the portfolio of Margaret Robles.

At the Cibeles plenary session in November last year, the group led by Javier Ortega Smith presented a proposal to reclaim this objective. The municipal government detailed that it was “working” with the Ministry to reserve places. The conversations have continued their course in 2024. All this in order, as explained by Defense in May, to be able “establish the characteristics and guidelines that can be implemented in this type of call”.

The SPAM union, federated in CSIT Professional Unionwas the one who announced this week that, “after a lot of time and work carried out for more than 5 years”, the City Council has informed them “of the possible approval of 50 places” within the Corps of Mobility Agents for military troops and sailors.

“We show our satisfaction with the news, as it opens a new access route to the Corps (avoiding the replacement fee) and, therefore, it will make it easier for a large number of Mobility Agents who are currently on the afternoon shift to have the option to change their shift after more than 15 years without the option to do so,” the organization celebrates in a statement released on his social network account X (formerly Twitter).

In this way the staff will be able to improve family conciliation, professional careers and better service to citizens (sic),” he added in the publication. A spokesperson for the Urban Planning, Environment and Mobility Area confirms the SPAM information and adds that Cibeles has requested this option, still pending approval.

Afterwards – union sources add – unions and the City Council should negotiate the bases of the call, which could come out “at the earliest” at the beginning of 2025 if there are no setbacks. However, these same voices believe that the reservation of places will be approved with almost complete certainty, unless a “disaster” occurs.

According to data transmitted in spring, the Corps of Mobility Agents has 582 employees. If confirmed, these 50 places would be added to 22 that are already in the opposition phase and another 94 planned for free promotion. The objective is to expand the workforce in more than 200 agents.
