IT Specialist of Social Insurance Fund Sentenced to Seven Years in Prison for Fraud

The chief IT specialist of the Social Insurance Fund (FSS) of Russia, Nikolai Evdokimov, was sentenced to seven years in prison for fraud. This was reported by journalists.

“After his dismissal from the fund, the programmer registered the rights to 46 NIIS subsystems for his organization, which caused, as the investigation considered, damage to the FSS for hundreds of millions of rubles. His lawyers insist that the rights to the results of intellectual activity cannot be the subject of theft,” journalists report.Kommersant”.

It is clarified that Evdokimov could make various changes to the system having access to the source codes of Sotsstrakh, and also being a programmer by profession. At the same time, it would be impossible for the employees of the fund to notice them.

In 2014, Nikolai Evdokimov registered exclusive rights to programs for the EIIS subsystem on Nist. Experts estimated the damage from this in the region from 213 to 310 million rubles. In this regard, the FSS filed a claim against Evdokimov for damages. The service demanded the arrest of all programs registered for his company and the invalidation of the state registration of computer programs.

Evdokimov himself did not admit his guilt. But the court considered that participation in fraud is supported by evidence. He was sentenced to seven years in prison and a fine of 500 thousand rubles with deprivation of the right to hold positions related to organizational and administrative functions for two years.
