Four deputies from the ruling coalition have filed a bill reformatting the Energy and Water Regulatory Commission. The petitioners are Victoria Vasileva from “There is such a people”, Ivaylo Mirchev from “Democratic Bulgaria”, Miroslav Ivanov from “We continue the change” and Georgi Svilenski from BSP.
The first change is the reduction of the composition of the commission from 9 to 5. The positions of the members with legal and economic experience are removed. Now they are occupied by Remzi Osman, who was the lawyer for two terms, proposed by the MRF, and by the economist Georgi Dobrev, proposed by GERB. With the entry into force of the changes, their mandates shall be terminated.
Two of the four EWRC members in the Energy sector are being laid off. Currently in the energy part of the regulator, but with an expired mandate, is Evgenia Kharitonova and for her place and a choice will have to be made. The three whose term has not expired are Alexander Yordanov, Vladko Vladimirov and Georgi Zlatev. According to the ruling party’s project, the two who will leave will be chosen by lot.
For the time being, no changes are envisaged in the part of the commissioners who do the pricing in the water supply and sewerage sector. Dimitar Kochkov, who was nominated by the BSP, and Penka Trendafilova, who is from the quota of the United Patriots, remain in their positions.
With the reduction of the number of commissioners from 9 to 5, the most painless change is being made in order to ensure a majority of the governing bodies in the EWRC, experts comment.
First, a chairman and a new member of the energy sector will be elected. They are likely to be proposed by the ruling coalition. The term of office of the two Commissioners with legal and economic experience will then be terminated. The draw for the release of two of the three who remain in energy regulation follows. With this new structuring of the EWRC, the decisions in the energy part are taken by the chairman, the newly elected commissioner and the old member. So the newly elected will have a majority.
In the water sector, the chairman, Dimitar Kochkov and Penka Trendafilova, voted again. And here the majority is in power.
