In turn, poorly regulated and unauthorized unmanned aerial vehicles pose risks to various existing infrastructure, including prisons.
In the practice of IEP, there have been several cases of unmanned aircraft violating existing restrictions, thus endangering the internal order and safety of prisons, for example by supplying illicit substances to prisoners.
Summarizing information on unmanned aircraft flights over the territory of prisons, IeVP concluded that in 2017 and 2018, more than 30 unmanned aircraft flights over prisons were detected, which violated the existing norms.
The annotation notes that the number of unmanned aircraft flights recorded in the IEP does not describe the objective situation, as currently the identification of unmanned aircraft flights takes place under visual control conditions. If the flight is operated during the dark hours of the day or at a significant altitude, the identification of these flights is significantly difficult or even impossible, as the IEP does not currently have the technical means to detect such violations.
According to the information available to the IEP, in order to conduct an illegal unmanned aircraft flight over the Administration’s infrastructure for the purpose of delivering prohibited substances or objects, unmanned aircraft pilots operate directly during the dark hours, dropping bundles of prohibited articles or substances from significant altitudes. in prisons. The IEP also has information on cases where prohibited articles or substances are delivered to a specific location by means of an unmanned aircraft, approaching a specific camera window.
Accordingly, the new amendments will stipulate that an IEP official, while performing official duties, is entitled to use a weapon as a means of extreme necessity to terminate the flight of an unmanned aircraft, if this has been done in violation of the requirements specified in regulatory enactments.
The amendments are also planned to include the officials of the Corruption Prevention and Combating Bureau in the list of those who can visit prisons without special permission.
