DFZ gives rights to employees from municipal services and agricultural advisory services to assist farmers
In order to ease the administrative burden and make it easier and more efficient to use the opportunities to support farmers, the State Fund “Agriculture” (DFZ) reported introducing new functionalities in the Electronic Services System (SEU). Currently, 75,000 users are registered in SEU. Based on an analysis of the user needs of all these farmers, DFZ continues to optimize the capabilities of the System.
A form for submitting suggestions for improvements has been created, which users can access by scanning the QR code with their mobile phones or visiting the following link to the form.
A completely new functionality is being implemented, through which the beneficiaries can electronically authorize another person to represent them in the SEU by means of a qualified electronic signature (QES). Until now, for this, it was necessary for the farmer to visit a notary, sign a power of attorney, pay the appropriate fee, after which the authorized person, in turn, visited an office of the OD of the DFZ, where an employee confirmed access based on the authorization. With the new functionality, beneficiaries are also given the opportunity to authorize users for specific actions, instead of giving them full rights, as before. For example, it is now possible to grant permission to a user only to submit an application for a specific admission, to conduct communication, to make inquiries, etc.
Another innovation is the addition of a new role “External Official”. This role will be given to the employees of the Municipal Services “Agriculture” (OMA) and the employees of the National Agricultural Advisory Service (NAA). This will ensure the possibility for these employees to assist applicants with the creation and completion of applications for assistance, including the drawing of plots and the declaration of interventions.
Since Campaign 2024, a new geographic map was introduced to the Electronic Services System. The new platform allows improving the existing tools for drawing and editing parcels, speeding up the processes of the geospatial application module. Immediately before the development, a survey was conducted, in which more than 500 OSZ employees participated, who sent more than 1500 suggestions for optimization of the System.
DFZ is also creating a new module for electronic communication to the SEU, which will unite all types of correspondence in one place and provide many additional functionalities for users. The system will also send notifications that will remind users of expiring deadlines, upcoming appointments, etc. important developments regarding applications for assistance.
From Campaign 2024, fully electronic generation of certificates, necessary for the establishment of a special pledge, was also introduced. In this way, the need to visit a district office of the DFZ is completely eliminated.
The State Fund “Agriculture” and the Ministry of Agriculture and Food are planning to conduct a cycle of trainings for working with SEU, which will include a theoretical and practical part with the aim of achieving a better assimilation of knowledge. The new functionalities were presented successfully and with great interest among farmers during the trainings organized by the Ministry of Agriculture and Food in the country regarding the requirements of the interventions of the Strategic Plan for the Development of Agriculture and Rural Areas for the period 2023-2027.
