The Israeli military released the findings of the investigation on Wednesday and reiterated in a statement that Palestinian gunmen had opened fire on soldiers guarding a Jewish settlement that night.
The statement said that an army officer, while combing the area, saw a “suspicious vehicle, so he fired several times in the air,” which prompted another soldier to shoot the car in which the child Muhammad was, after hearing the sound of these shots, thinking that the gunmen were using them to flee.
The statement added that the investigation blamed some of the commanders for miscommunication and “taking the wrong decision,” adding that the soldier who fired in the air would be punished for violating the rules.
The West Bank, which has seen an upsurge in violence over the past 15 months, is among the territories Palestinians seek to establish their own state.
