Isolation allowance blocks transfers of public employees in Mungo – Jornal OPaís

At least five to seven processes to cancel staff transfer requests are received, on a daily average, in the administration of the municipality of Mungo, Huambo province, with the implementation of the isolation allowance

These are annulment processes carried out by teachers, nurses and other employees of the general regime who, as they provided services in remote areas of the municipality of Mungo, 136 kilometers from the city of Huambo, requested an immediate transfer, but, after the Executive’s announcement regarding the payment of the subsidy in question, they backed down on their decision.

The information was provided, this Tuesday, by the administrator of the municipality of Mungo, Domingos Pascoal Calei, when he mentioned that, at this time, public officials hope that local authorities will accept the annulment, as quickly as possible, of requests for transfers to urban areas.

Domingos Pascoal Calei praised the Executive’s initiative in implementing the payment of the isolation subsidy, as it will allow rural communities to have public servants permanently available, especially health technicians and teachers.

He added that the implementation of the isolation subsidy will mean that communities, especially in the municipality of Mungo, will no longer receive technicians with only the eighth grade or secondary education, at a time when current demands require completed secondary education or even a degree in all sectors, with a focus on improving the provision of public services. He said that staff, regardless of academic degree, must be prepared to serve in any part of the country.

Insulation allowances

The decision regarding the payment of rent and installation of public servants working in remote areas was made public last January, at the end of the first extraordinary session of the Council of Ministers, guided by the President of the Republic, João Lourenço, whose entry into force is scheduled for the first quarter of this year. The measure aims to alleviate the difficulties of teachers, nurses and other public agents, who work in areas lacking essential goods and services.

The diploma already approved by the Angolan Government, in February 2023, establishes, among others, that the targeted public servants will receive an additional subsidy worth 30 percent of the base salary, without prejudice to other benefits of a patrimonial nature, which result from the execution of specific Executive programs.

With these financial incentives, public servants will seek greater organization and provision of quality services to the public in remote and difficult-to-reach communities. 153,629 people live in the municipality of Mungo, one of the 11 that make up the province of Huambo, mostly peasants, distributed across the communes of Cambuengo and Sede, according to recent data from the National Statistics Institute (INE).
