The MP commented on whether the possibility of moving towards a parliamentary republic and party building remains in Kyrgyzstan

“Let me remind you that now officials cannot engage in political activities,” he said. – With the exception of deputies. In their free time, they can devote themselves to such work. This position is excluded. Firstly, the current authorities themselves are against such party building. Only people’s deputies can engage in politics in our country. Secondly, otherwise it is clear which party will occupy the dominant positions in the executive branch of power. The one that belongs to the president. It is not for nothing that the head of state, after taking office, suspends all his political activities in order to ensure the objectivity of the work of the bodies. And he was chosen to lead the whole people, and not some part of it. In my opinion, this is correct.
However, Iskhak Masaliev noted that with a strong presidential power, there is no room for opponents in the state.
“Whatever one may say, we have one strong head of state,” he stressed. – We need a counterweight. Therefore, in my opinion, it is worth thinking again about returning to a parliamentary republic. Strong parliament, strong government. Maybe the experience of the Soviet Union, when the Supreme Soviet worked, will come in handy. It was the highest legislative and representative body, which met twice a year for two days. Approved the budget, listened to the report. Then, in the presence of such a body, a presidential republic can exist. And when there is a strong parliament and an even stronger president, difficult situations can arise. Therefore, there is no clear opinion on what Kyrgyzstan needs and what is more effective.
