ISIS-affiliated Telegram channels reported that the attack was in response to insults against the Prophet Muhammad. The terrorists were reportedly referring to statements made by an Indian government spokesman, which have been condemned by many Muslim-majority countries.
A spokesman for the Afghan Interior Ministry said the attackers filled the car with explosives, but it exploded before reaching the target. About 30 people were inside the building at the time of the attack.
