This is what Gabriela Rumenova, the founder of the “We, the users” platform, said on the air of Bulgaria ON Air TV a few days before the first school bell.

Rumenova reminded that if a defect is found, the deadline for submitting a claim is up to two years, regardless of whether the purchase was made from a physical or an electronic store.
“Regarding the return of school goods because the child did not like it or it does not fit him, the period is 14 days when purchased on the Internet. From a physical store – we need to check in advance whether the specific merchant provides such an option, since by law he is not obliged to do so. However, if he has made such a commitment, he is obliged to comply with the agreement,” explained the expert. And he added that in order for the right of refusal to be respected, the goods must not have been used, but only tried. For purchases from physical stores, a payment document will be required, and for online orders, the documents created electronically at the time of purchase are also sufficient.
The return due to a defect is also possible for very small school supplies such as pens, erasers, felt-tip pens, etc., regardless of their price, Rumenova specified. “The law does not differentiate between types of goods.
If there is a discrepancy, the user will most likely file a complaint, especially if it is an expensive pen or marker. And it is good for him to do this, because in this way he will show the merchant that they must be fair to us. These markers may stop writing because they are sold past their expiration date,” she added.
On the occasion of the information recently released by American authorities about dangerous children’s goods sold through Chinese platforms due to structural and chemical risks, Gabriela Rumenova warned to always look for information about the manufacturer and the importer.
In the absence of such or if there is no representative of the trader in a country of the European Union who is responsible for the safety of the goods, refrain from the purchase.
