The controversy is heating up when President Moon Jae-in mentioned’adoption cancellation’ and’child replacement’ as measures to prevent the abuse of adopted children at a New Year’s press conference. The Blue House explained that it was a matter of expression, but people’s anger does not easily subside, such as a petition to apologize for the remark.

On the 19th, a petition titled’You must apologize to children and adoptive parents waiting for adoption’ was posted on the Blue House National Petition Bulletin. The petition is currently being reviewed by the administrator with the prior consent of more than 100 people.

Petitioner said, “I was astonished when I saw President Moon’s New Year’s press conference,” he said. “Even if the President can say such scary words (adoption cancellation or change) because he does not know social welfare, at least before he speaks, it is related to the Ministry of Health and Welfare. Then, Petitioner asked, “If I changed the child, would this child (Jung In-i) live and live the changed child?” and asked, “Adoption is not about choosing a child and shopping. Adoption is not about buying a child and returning it if you do not like it, and refunding it. It’s not that I do,” he emphasized.

Earlier, at the New Year’s press conference held at the Blue House that day, President Moon asked the reporters, “Is there a solution to prevent the vicious cycle of (child abuse)?” “You have to investigate and visit the adoptees several times in the beginning.”

President Moon said, “Also in the case of adoptive parents, they may change their minds, so they cancel the adoption again within a certain period of time, or change the adopted child in case they say they do not match the child even though they still have a strong desire to adopt. As a result, I think that such measures are also necessary to protect adopted children while activating the adoption without shrinking it.”

After the press conference, when criticism became fierce about the remarks, the Blue House said, “The purpose of the President’s words is to supplement the adoption system in order to promote adoption.” “The’pre-consignment protection’ that is customarily used with the consent of the adoptive parents before the adoption is confirmed. It was a statement with the intention of supplementing the system,” he explained.

However, despite the explanation of the Blue House, the controversy continues. The Korea Child Abuse Prevention Association said, “The pre-entrusted protection system is for prospective adoptive parents to live with the adopted child before the court grants the adoption permission,” and said, “A system for the formation of attachment and mutual adaptation between prospective foster parents and adoptive children. It is not a system that asks you to select a child that suits your taste.”

The prior foster care system is a system that observes and judges whether prospective parents have the ability to raise before the final adoption. In developed countries, the court gives permission for adoption after evaluating from various angles whether adoptive parents are eligible during the consignment period.

Opposition from adoption-related organizations continues. Single-parent, child-adopted groups, such as the International Child Rights Center, the Korea Child Abuse Prevention Association, and the Korea Single Mother Support Network, held a press conference on the 18th and criticized President Moon’s remarks.

In a press conference in front of the Blue House fountain, Hyung-sook Choi, the representative of the single mother group’Intree’, criticized that “a child is not an object. Dogs are not adopted this way,” and “a measure that would not have been possible if they had heard the voice of the field.”

Jeon Young-soon, CEO of the Korea Single Parent Association, pointed out that “If you don’t like it, changing a child or withdrawing adoption is no different from an adoption agency that sees children as targets in the adoption process.”

Criticism continued in the political world. Ahn Cheol-soo, the head of the National Assembly Party, said on Facebook, “Even pets will be punished for doing so,” and criticized, “In the current law, dismissal is only possible by court decision. Is it true that President Moon was a human rights lawyer?” Rep. Kim Mi-ae, the power of the people who raises an adopted daughter, said, “The problem is child abuse, not adoption. Please look at the case with a warm heart.”
