The International Criminal Court, which judges war crimes, has issued an arrest warrant for Russian President Vladimir Putin.

It was seen as responsible for the illegal act of forcibly taking Ukrainian children to Russia.

However, the International Criminal Court determined that Russia had forcibly deported thousands of Ukrainian children, including them.

It is the third time that a warrant has been issued for a head of state, after former Sudanese President Omar al-Bashir and Libyan dictator Gaddafi.

Of course, its effectiveness is questionable.

This is because Russia withdrew from the International Criminal Court in 2016 and has no legal effect.

If President Putin visits 123 member countries, including South Korea and the United Kingdom, the country can arrest them, but there is no way if Putin does not go.

Russia is also emphasizing this point and is strongly protesting that the issuance of a warrant is illegal.
