Is PPPK the same as Honorer? This is the BKN explanation

JAKARTA, KOMPAS.com – The government’s decision to eliminate teacher admissions through candidate selection Employees Civil Affairs (CPNS) in 2021, causing a series of protests and concerns.

The reason is, for this year, teachers can only participate in the selection of the Government Employees route by Agreement Work (PPPK) aka work with a contract period. In fact, the PPPK status is even equated with employees honorary. However, the Head of the State Civil Service Agency (BKN) Bima Haria Wibisana denied this.

“I want to convey that the first fear, that PPPK is the same as honorary staff, is not true. PPPK is not the same as honorary, he is a State Civil Apparatus ( ASN) legitimate. Those who have the duty and responsibility to provide good public services, “he said through a virtual press conference, Tuesday (5/1/2021).

Subsequent anxiety about agreement workers employees who are uncertain. Bima ensured that in the CPNS selection there was also a work agreement that was assessed for their performance.

“The signed work agreement mainly includes the performance target agreement. That there is a contract regarding the period of time is common in every contract,” he explained.

“Even Civil servants also signed a performance agreement. If he does not achieve that performance, a civil servant can be given disciplinary sanctions, “continued Bima.

Bima further explained, starting from the salaries, benefits, and rights received by PPPKs are the same as civil servants.

“PPPK salaries and benefits are exactly the same as civil servants according to their class and position. The only difference is in the pension system, even then we are trying to create pension schemes to make this PPPK find no more than civil servants,” he said.

He reiterated that PPPK is part of ASN. Also part of the Indonesian Civil Service Corps Association (KOPRI).

“So, there is no need to worry that this PPPK is a second class employee in the bureaucracy, there is nothing like that. Because we only see ASN, not PPPK and PNS. This ASN is one unit, “he said.
