Police suspect the bomb was secured under the vehicle. In the past, this was often done by the Taliban, who took power in the country last August. Their equally extremist enemies are increasingly choosing the same terrorist method and have since claimed numerous attacks. IS has been active in Afghanistan since early 2015.
