It also fixes some accessibility bugs and improves security. Regarding the battery draining quickly, The Verge wrote that it was not clear how widespread the problem was.
But some time ago shortly after iOS 15.4 was released, Apple users complained about the battery problem. He also reported it on the Apple Support Twitter account.
