Ipda Rudy Soik was officially fired as a police officer by the East Nusa Tenggara Police (NTT). The end of Rudy’s career in the Bhayangkara agency began when he investigated the fuel oil mafia (BBM) case in Kupang, NTT. Rudy was previously a KBO of the Kupang City Police Crime Investigation Unit.
“That’s right. The person involved in PTDH (Compensatory Disrespect),” said the Head of Public Relations of the NTT Regional Police, Kombes Ariasandy, on Friday (11/10/2024).
Ariasandy explained that the PTDH against Rudy Soik was based on the hearing of the Code of Professional Ethics Commission (KKEP) held on Wednesday (10/10/2024) at approximately 10.00 WITA to 17.00 WITA in the Tahti Floor II Directorate room of the NTT Regional Police.

According to Ariasandy, Rudy Soik is suspected of having violated Article 13 Paragraph (1), Article 14 Paragraph (1) letter b Government Regulation No. 1 of 2003 regarding the Dismissal of Juncto Police Members Article 5 Paragraph (1) letter b , c, Article 10 Paragraph (1) letter (a) number (1) and letter d Perpol Number 7 of 2022 regarding the Code of Professional Ethics of the Police and the Commission of the Code of Ethics of the Police.
“The record of the trial case that was done was to read the charges, examine six witnesses and the accused perpetrators,” explained Ariasandy.
The trial, said Ariasandy, was continued on Friday (11/10/2024) at around 08.00 WITA with the schedule for the reading of the requests and the presentation of defense by the legal representative of the accused . Decision of the National Police KKEP trial number: PUT/38/X/2024 dated 11 October 2024 imposed administrative sanctions in the form of PTDH from the National Police service.
“At the time the KKEP trial was held in absentia because at the hearing of the charges, the infringer (Rudy Soik) requested permission not to attend the trial so that the case could continue -law without the alleged violator until it was ready,” said Ariandy.
Put a police line up
Previously, the NTT Regional Police revealed that former head of the AKP Criminal Investigation Unit Yohanes Suhardi and former KBO Ipda Rudy Soik broke the rules in investigating the misuse of fuel oil (BBM). Both of them posted a police line at the house of residents named Algazali Munandar and Ahmad Ansar.
“At the scene of the incident (Algazali Munandar and Ahmad Ansar’s house) no crime or evidence (BBM) was found,” said Ariasandy, Monday (2/9/2024).
Ariasandy explained that based on the statements of witnesses, Rudy Soik and several members of the Kupang Jatanras City Police had visited Ahmad Ansar’s house on Thursday (27/6/2024). They came to urge people not to buy subsidized diesel fuel.
In the evening, Ariasandy continued, Rudy Soik and his members again put up a police line at Ahmad Ansar’s house with empty drums and empty jerry cans. However, no information or interrogation minutes have been requested from Ahmad himself so far. Ahmad also does not know Algazali Munandar and has never cooperated in collecting subsidized fuel.
Algazali, Ariasandy said, was arrested by the Kupang City Police for collecting four tons of fuel in 2022. The case was processed according to law and Algazali has served six months in prison at the Kupang Class IIB Detention Center (Routes).
After his release, Algazali was no longer involved in fuel collection activities. However, he bought subsidized fuel using the QR code of a gas station intended for fishermen with a letter of recommendation from the NTT Fisheries Service.
“This is a fact that was found according to the results of the investigation, when the police line was installed, no evidence was found at the house of the brothers Ahmad Ansar and Algazali Munandar. Rudy Soik) abused his authority,” Ariasandy concluded.
Rudy Soik Reveals BBM Mafia Investigation
Before that, Rudy Soik revealed how to handle the subsidized fuel issue which reportedly involved several members of the NTT Regional Police. As a result, Rudy was demoted outside the NTT area for three years and was accused of karaoke by someone’s wife.
“That authority is terrible. I don’t look at it from the point of view of achievements in revealing several big cases that I have handled,” Rudy told detikBali in Kupang Town, Tuesday (3/9/2024).
Rudy explained that the ban on fuel mafia with diesel subsidy started on Saturday (15/6/2024). At that time, the Kupang City Police received information from residents regarding fuel shortages in North Central Timor (TTU), Belu to Kupang City.
Supplies sent to the border
Based on this report, Rudy sent it to the Kupang City Police Chief, Commissioner Aldinan Manurung. Aldinan told Rudy to investigate immediately.
“The information we received was that diesel fuel containers were being distributed to the border areas (TTU and Belu). standing straight (brusque “BBM mafia), so I was strengthened with a letter of assignment from the Police Chief of Kupang City,” explained Rudy.
Rudy confirmed that the assignment order was not engineered by him, but was signed by Kombes Aldinan Manurung. So there is no engineering, but on orders from the leadership.
“I did not create or engineer. No, not at all because everything was under his (Aldinan Manurung) orders,” said Rudy.
Then, he immediately collected several data to strengthen the BBM study. So it was revealed that collectors used QR codes belonging to Law A Gwan, a businessman in Cilacap, Central Java.
“After we opened it, who is Law A Gwan? This is Law A Gwan (whose QR code is used to buy subsidized fuel in NTT),” Rudy explained while showing a photo of Law A Gwan.
Find a drum to store fuel
The peak was on Tuesday (25/6/2024) at about 11.02 WITA, Rudy led 12 members of the Kupang City Police Crime Investigation Unit and immediately moved to the fuel storage area in Fatukoa Village, Maulafa District, Kupang City .
There, they found several drums and jerry cans used to store fuel. After that, they went directly to Master Piece, an eating place which is about 100 meters from NTT Regional Police for lunch and assessment.
Rudy believes that members of the Kupang City Police and Ditkrimsus Polda NTT were involved in the case. Therefore, he ordered the Chief Sub-Director to continue leading several of his members to the Ahmad Ansar shelter.
