Reporting to the supervisory delegation, Deputy Director of the City Department of Culture and Sports Vo Trong Nam acknowledged that in investing in the cultural institutions system to serve the people, the city has made great efforts but still faces many difficulties.
Specifically, some cultural institutions and public establishments were built before the year 2000, so they are outdated, degraded, damaged and have not met the criteria and conditions as prescribed. Priority should be given to planning projects to meet the needs of economic development, traffic, plus the pressure of the city’s rapidly growing population, so the investment in cultural and financial works still faces many difficulties.
The planned public land fund for the cultural and sports industries is also scarce and increasingly limited. The standards and criteria of cultural and sports centers of wards and townships are not suitable with actual conditions.

Mr. Vo Trong Nam emphasized, among the difficulties, the difficulty in personnel is the biggest. He mentioned the fact that personnel in wards and communes change constantly because they are mainly part-time, sometimes there are not enough people to work and lead to overload.
“When they are overloaded, they will resign or apply for a transfer. Because of the need to change personnel constantly, the city’s cultural industry must organize regular training sessions to ensure the quality of personnel “- Mr. Nam said.
In addition, the insufficient budget plus the change in personnel leads to the cultural industry being backward in terms of methods and backward in facilities. Therefore, the Deputy Director of the Department of Culture and Sports expects the City Council to join hands to solve this difficulty.
Mr. Nam said that the city is waiting for the National Assembly to approve a resolution to replace Resolution 54 on specific policies for the development of Ho Chi Minh City. In this resolution, there is a very important content that is to allow joint ventures and investment links in the field of culture and sports, thereby increasing the investment budget in this field.

Concluding the survey, Head of the Culture and Society Department Cao Thanh Binh suggested that the Department of Culture and Sports continue to contact the City People’s Committee and related sectors, so that as soon as possible to issue the overall development scheme of the cultural institution system. facilities in the area until 2035, as a legal basis for the city to mobilize budget and human resources for implementation.
Mr. Binh also paid special attention to the fact that only 9/17 export processing zones and industrial parks in the area have built living and sports centers for workers, which is less than 60%.
“This is something to think about. Workers are the labor force that directly creates products for the city, so it is necessary to give priority to creating areas for them to relieve stress and motivate them to strive for work,” added Mr.

Regarding the recommendations of the Department of Culture and Sports related to inadequacies in funding and human resources, Mr. Binh said that the monitoring team will absorb and include in the joint recommendations with central agencies and the contents that the city has requested. Currently, the Department of Culture and Sports is managing 7 public art units and 1 performance and film center (city level), 1 cultural center and 1 exhibition information center (city level); 18 district-level cultural and sports centers, 4 cultural centers and 4 sports centers (District 1, District 5, District 10, Thu Duc City). The rest is the system of cultural institutions run by city-level associations and unions; police branch; military management.
In addition, in the city, there are 9/17 export processing zones, industrial parks and high-tech zones with construction of worker living centers and sports facilities, including: Tan Thuan Export Processing Zone, Linh Trung Export Processing Zone, Linh Trung 2 Export Processing Zone, Tan Binh Industrial Park, Le Minh Xuan Industrial Park, Hiep Phuoc Industrial Park, Tan Tao Industrial Park, Northwest Cu Chi Industrial Park, Vinh Loc Industrial Park , reaching the rate of 58.82%.
