MP Chantal Jourdan (PS, Orne) called on the government to provide financial support from the State for the reconstruction project of the Alençon-Mamers intercommunal hospital center (Chicam), a project which amounts to 148 million euros (M €), “postponed too long and yet essential”.

“We wanted the management of this envelope to be decentralized at regional level and for the allocation process to closely associate the territories”, she continued.
“The projects will be selected according to needs, evaluated, but also by ensuring their consistency and in terms of support with city medicine and the medico-social field, also in consultation with elected officials and stakeholders. health, “she noted, referring to a new device of choice which will be detailed in a circular.
“The examination of the projects likely to be selected will be initiated from the 2nd quarter of 2021 for a contractualization between the ARS [agence régionale de santé] and the establishments selected by the end of 2021 “, clarified Brigitte Bourguignon.
“The project you are carrying today can therefore be proposed and investigated under these conditions and within this framework,” she replied to the member for Orne.

Brigitte Bourguignon recalled that in the case of Chicam, “major investments” had been “accompanied by the State over the last 6 years” allowing it to modernize, citing a new mother-child center that entered into service in 2015 and a new building inaugurated in January 2020 which “made it possible to accommodate part of the resuscitation and continuous surveillance capacities in more spacious and modern premises”.
“The establishment is continuing this work in 2021 with the renovation of the emergency room, the hemodialysis unit and the pediatric department as well as the laboratory,” she added.
“In view of the deteriorated financial situation [du Chicam], this modernization is done only thanks to the constant financial support of the State. We provide nearly € 4 million and have released nearly € 3 million under contract over 3 years. A current investment aid of 1.3 M € has also been allocated and strong cash aid is mobilized: 1.2 M € in 2018-2019 and 3 M € in 2020 “, she defended.
Chantal Jourdan described an establishment “whose rate of obsolescence of buildings and equipment reaches 95%”. The building “does not meet the minimum reception and comfort conditions expected by a population of a basin of 140,000 inhabitants, nor the needs of hospital staff,” she lamented.
“The current health context has amplified the difficulties of flow management in a totally unsuitable architecture and the hospital regularly suffers from flooding, which hinders the proper functioning of the medical activity and the reception of patients”, he added. she reported.
A reconstruction project on a site in the municipality of Alençon was unanimously approved on October 15, 2020 by the supervisory board chaired by his predecessor Joaquim Pueyo (PS), now mayor of Alençon, has t she mentioned. A pre-study estimated its overall cost at 148 M €, but Chicam’s financial situation does not allow it to achieve it on its own.
