Kang Seung-gyu, Senior Vice President for Civil Society, Presidential Office
■ Acquisition of Kang Seung-gyu, chief civil society chief of the Presidential Office… “Attorney Kang Shin-eop refrains from running for office”
KBS has secured a recording file of a phone call that can be seen as a circumstance in which Kang Seung-gyu, senior secretary for civil society in the presidential office, intervened in the People’s Power Party representative election.
In early January of this year, one month before the registration of candidates for the People’s Power National Convention and the party representative election. Kang Seung-gyu, chief of civil society, called Mr. A, a lawyer from Kang Shin-eop, who had declared a run for the party representative at the time.
In a phone call with Mr. A, Chief Kang asks for lawyer Shin-eop Kang to refrain from running for the People’s Power Party representative. Kang Seung-gyu, Senior Vice President for Civil Society, Presidential Office
“Hey, can you refrain from running for lawyer Kang Shin-eop?”
“Because, the front line is now like V. This time, the party representative is the highest member, and V draws the picture, so the general election has to be held next year with V face.”
‘V’ usually means the president in politics, etc.
In the ensuing call, Chief Kang Seung-gyu is concerned about the rampage of ‘right-wing’ candidates. At the same time, he tells Mr. A to take responsibility and ask Kang Shin-eop, a lawyer, not to run.

“Lawyer Kang Shin-eop, and *** over there, too, when right-wing groups come out like this, it’s very confusing… So it seems like things are out of order, so I have to ask Lawyer Kang Shin-up… I have to find another opportunity later, and Mr. A earnestly Take responsibility for this and ask for it.”
Attorney Kang Shin-up is the person who created ‘Keon-hee Sarang’, a fan cafe for Mrs. Kim Gun-hee.
Chief Kang Seung-kyu is concerned that ‘Mrs.’ could be rumored again.

“It makes gossip, that’s it again”
“Then the lady is summoned again…”
Attorney Kang Shin-eop was ahead of the ‘publication ceremony’ at the end of January, which also served as an official declaration of running for the party representative election.
Senior Kang Seung-gyu suggested a specific format to Mr. A, saying that lawyer Kang could declare that he would give up running at the end of the publication ceremony.
In addition, Mr. A’s words that the purpose of Kang’s running for the party representative was to run for the general election next year emphasized that it should be aligned with the “direction of Yongsan.”

“At the end of the publication ceremony, ‘For the success of our Yoon Seok-yeol government, I will just gather all this energy here just for the success of Seok-yeol Yoon.’ Just declare it like this.”
“To do that (to run for the next general election), we have to be in the same direction as Yongsan.”
■ Civil society chief, role of ‘connecting the people and the presidential office’…why do you do something unrelated to your work?
What is the position of the chief of civil society in the presidential office?
On May 1 of last year, Jang Je-won, chief of staff of the Transition Committee, announced the appointment of Kang Seung-gyu as senior civil society chief, creating a system that enables interactive communication by connecting the people and the presidential office, and conveying diversified citizen voices to the president.
I explained Chief Kang’s work.
In fact, the duties of the Civil Society Chief’s Office in the Presidential Office are ▲ Laying the foundation for national integration through sharing state values ▲ Balanced civil society development and vitalization of citizen participation ▲ Cooperation with religious organizations and support for communication between multicultural families and overseas Koreans ▲ Public proposals and
Government and social innovation business support through the operation and analysis of civil complaint counters.
There is no position or basis for Chief Kang to intervene in the People’s Power party representative election.
■ Mention of ‘refraining from running for a specific person’… “Intervention in party affairs and undermining party democracy”
For this reason, Chief Kang’s mention of ‘refraining from running’ for a specific person can be seen as ‘intervention in party affairs’, and it is pointed out that ‘undermining party democracy’.
Jang Seung-jin, a professor of political science at Kookmin University, said, “If the ruling party becomes too subordinate to the president, compromise between the opposition parties within the National Assembly or monitoring and checking the executive branch at the legislative level will not work properly.” think,” he said.
Prof. Jang continued, “In the short term, taking control of the ruling party may make it easier for the president to manage state affairs in the short term, but in the long run, it can adversely affect the relationship between the National Assembly and the president. I would like to see an attitude of acceptance.”
Ha Sang-eung, a professor of political science at Sogang University, pointed out that “if the president intervenes in party affairs when he has no position in the party, it is not only inappropriate but also undermines party democracy” and “significantly undermines party autonomy.”

Attorney Kang Shin-eop, who mentioned that Chief Kang Seung-gyu ‘refrained from running’ through an acquaintance, said in a phone call with KBS, “I heard later that Chief Kang Seung-gyu made a phone call to urge people around him to give up running.” I think it’s the chief’s misplaced loyalty.”
He added, “I ran for the party representative election regardless of the persuasion to give up running, but for an unknown reason, I fell out of the document review.”
■ Chief Kang Seung-gyu “Personal and general conversation with close acquaintances”
The coverage team asked Kang Seung-gyu, senior secretary for civil society, whose meaning the call was at the time. Chief Kang replied, “I just had a personal and general conversation with an acquaintance I’ve known since the presidential election.”
The KBS coverage team decided to report the recorded file after deciding that it was inappropriate for the current chief of civil society, one of the high-ranking officials in the presidential office, to request that a certain person refrain from running in the ruling party’s party representative election.
We covered the position of the people related to the recorded file and the situation at the time of the call, and private conversations other than public interest were excluded from the report. The recorded file will be released on KBS News 9 on the evening of the 14th.
