The 2nd Truth and Reconciliation Committee announced that it has confirmed the specific damages caused by the forced conscription of university students and the coercion of ‘frakchi’ during the regimes of Park Chung-hee and Chun Doo-hwan.
The Truth and Reconciliation Committee held a press conference today at 10:00 and announced that it has uncovered the truth about the incident where the government forcibly used student activists from the 1970s to the 1980s, li he converted them through torture and used them as informants.
As a result of the committee’s investigation, a total of 2921 people were involved in forced conscription and Operation Frakchi, which is more than previously known.
In the previous survey, 1152 people were identified by force from 1980 to 1984 and 1192 victims of the record business.
It has been investigated that large-scale forced conscription took place on a total of four occasions from 1971 to 1987.
In particular, during the period of the Fifth Republic, it was revealed that various government agencies were mobilized, such as when the Ministry of Internal Affairs decided who would be eligible for conscription according to the policy of the Ministry of National Defense, the Ministry of Public Education has taken steps to change the student’s academic record.
In addition, the committee announced that it had officially confirmed that the Defense Security Command at the time continued the operation until 1987, only changing the name to “main job” after Operation Frakchi was halted.
The committee added that the victims involved in the operation were taken at a loss by the security company and investigated for up to a month, then had to enter the school they attended to identify and report on clandestine trends.
The Truth and Reconciliation Commission said, “Many victims have suffered significant harm such as unlawful detention, unlawful investigations, forced inspections and violence due to unlawful public power. We must act to repair the damage,” it said.
In addition, the committee recommended the establishment of an investigative body that can clearly identify the individual harms caused by the long-term “forced conscription and operation of coercion”, and the enactment of a special law for the restoration of honor and compensation for victims.
