Investigation into Allegations of Pressure by Bulgarian Minister of e-Government: Alexander Yolovski’s Response on “More of the Day” Program

The prosecution’s investigation continues. This is what the Minister of e-Government Alexander Yolovski said in the program “More of the Day” on BNT in response to a question about what is happening with the investigation into his allegations of pressure exerted on him by the co-chairman of “We continue the change” Kiril Petkov and the former Minister of e-Government Bozhidar Bojanov for public procurement for more than 600 million BGN.

I cannot go into details as it is part of the investigation, but my policy is clear enough, he added.

The topics that I raise are part of the Bulgarian e-government, because when we do e-government and look for cost efficiency, but we do not achieve it, because a limited number of companies have access to the tenders in which the equipment and software are purchased, there’s no way it won’t be a problem, said Jolovski.

There are no secret systems in e-governance, e-governance is in the civilian sector. For the past 4 years, at the national level, there have been so-called secret public procurement in information technology worth about BGN 140 million, of which it is extremely strange that 52% was spent by the structure of my Ministry at the moment. This is very strange. All secret orders in the Bulgarian IT administration must be stopped, the minister emphasized.

According to him, in the Bulgarian electronic government “there are several times 650 million BGN”.

There are enough resources, but they are not spent purposefully. I can’t say if there is corruption and bribes, but when classified projects are used, it is not even clear what the state is buying. The secrecy with which an order was announced hinders good work on it, Alexander Yolovski pointed out.

I have been attacked on a number of issues. Digitization also follows a number of processes, where we have successes, we have a negative reaction from the other side, he noted.

52% of Bulgarians will have basic digital skills by the end of the decade

According to him, such topics are electronic apology notes and electronic prescriptions.

For many years, the Bulgarian electronic government has been a business project. The interests of the state and citizens are not considered, but the absorption of money for business projects. When the state defends its interests, things happen. My job is for the state to defend its interests, Yolovski also said.

In response to a question, he denied that there was any sabotage on his part of the machine voting in the first round of the local elections.
