On that occasion, Biden vowed to change the President of Russia Vladimir Putin became “a pariah” on the world stage in retaliation for Moscow’s invasion of Ukraine.
“Putin’s aggression against Ukraine will ultimately cost Russia – economically and strategically,” Biden said in a speech from the White House.
“We will ensure that Putin will become a pariah on the international stage,” he added.
Biden emphatically condemned the invasion, calling it a “planned” attack that would cause widespread human suffering.
Biden said Putin had been planning the attack for months, rejecting “all good faith efforts” by world leaders to resolve the crisis without bloodshed.
“Putin is the aggressor,” he said. “Putin chose this war,” he exclaimed.
Biden announced a second round of sanctions against Russia, including a ban on several key US exports to the country. He did not specify which exports would be banned, but government officials said a cut in the supply of Russian semiconductors was being considered.
