During question time last week, outgoing State Secretary Maarten van Ooijen (Public Health) had indicated that he could only abandon his ‘outgoing modesty and restraint’ if the House specifically requested such a tax.
Even now that the cabinet is given the opportunity to get started with such an excise duty itself, it will still take quite a while before the levy is introduced. But even an official decision on this from Brussels would take a long time: this will not come until 2025 at the earliest.
One in five young people between the ages of 12 and 25 have vaped in the past year, knowledge institute Trimbos recently reported. According to many MPs, this is worrying, especially many young people who regularly vape and also smoke normal cigarettes. An excise tax should reduce high consumption.
What is a vape?
A vape, also called an e-cigarette, is a small device that heats a liquid. That liquid usually contains nicotine, propylene glycol, vegetable glycerin and flavorings. Vaping, unlike cigarette smoking, does not burn tobacco.
Most vapes contain nicotine salts, these salts are added for a less sharp taste in the throat and to make the nicotine easier to absorb in the body. Heating converts the liquid in the vape into vapor. This is inhaled directly by the user.
There are refillable vapes, but disposable vapes are currently especially popular: this is an e-cigarette that has been charged in advance and is also already filled with 2 ml of liquid. The disposable vape can be purchased for around 5 to 8 euros each. Every vape is different, but many vapes run out after about 600 hits and then end up in the trash.
