Introducing the Social Rental Usufruct (ULS) to Address the Housing Crisis in Lyon

In the midst of a housing crisis in the Lyon conurbation, the city is operating the social rental usufruct (ULS) to allow the creation of new social housing.

The social rental usufruct is a model for the dismemberment of ownership. It separates bare ownership, the fact of owning property and usufruct, the fact of being able to use property (occupy it for example) and receive income from this property (such as rent). The ULS allows investors to acquire bare ownership of a property at a discounted price, while its usufruct is transferred to an institutional lessor. After a period of 15 to 20 years, the investor recovers full ownership of the property, bare ownership and usufruct, and to dispose of it as he sees fit.

It is in particular thanks to the implementation of a social rental usufruct operation between Lyon Métropole habitat (social landlord), Les Nouveaux Constructeurs (developer) and Tonus Territoires (Caisse des Dépôts Group) that the real estate program at 191 rue Salengro in Villeurbanne will be able to continue.

Designed by the architectural firm Agrega, the project has 30 apartments with 2 to 5 rooms. The social landlord had acquired 8 of these dwellings during the initial set-up. With the signature of an operation in ULS with Tonus Territoires and the New Builders, Lyon Métropole Habitat is also buying the rental usufruct of 14 housing units for Social Rental Loans and 13 underground car parks for a period of 20 years.
