Intra-company apprenticeship: Morocco aims to train 50,000 apprentices by 2026

The Minister of Economic Inclusion, Small Business, Employment and Skills, Mr. Younes Sekkouri, announced on Wednesday in Meknes the government’s intention to train more than 50,000 apprentices by 2026, notably through the creation of Intra-Company Apprenticeship Training Centers (CFA-IE).

“Our objective, in accordance with the Instructions of HM King Mohammed VI, is to train more than 50,000 apprentices by 2026, through the creation of new CFA-IE, the strengthening of partnerships with companies and the adaptation of training to the needs of the labor market,” the minister told MAP on the sidelines of a visit to a CFA-IE on the occasion of the official launch of the 2024-2025 vocational training year.

In this sense, he reported the launch during this month of a roadmap including measures specific to this learning dynamic.

According to the minister, more than 50 CFA-IE have been created to date, mainly in the textile, automobile, leather and hotel sectors, with an integration rate of more than 80%.

In the same vein, he stressed the government’s commitment to supporting training and the development of skills necessary for the employability of young people through in-company apprenticeships.

The minister clarified that the development of in-company apprenticeships is an absolute priority for the government.

“We are convinced that this mechanism will contribute to reducing youth unemployment, improving business productivity and strengthening Morocco’s attractiveness for foreign investment,” said Mr. Sekkouri.

The minister stressed that in accordance with the High Royal Guidelines, the Department of Vocational Training has established partnerships with many companies to create these Intra-Company Apprenticeship Training Centers.

According to him, this system aims to develop the skills of young people in line with the needs of businesses, thus facilitating their professional integration while improving the competitiveness of businesses.

These centres offer young people technical and practical training directly within companies, a model which is particularly suited to young people who have not completed their studies, up to the baccalaureate level, explained Mr Sekouri.

He noted that “this is the typical profile of apprentices corresponding to NEET (neither in employment, nor in education, nor in training)”, underlined Mr. Sekkouri, noting that the cooperation between the ministry, the government and the private sector is “very solid” in the establishment of this win-win system.

“The demands of the private sector must be met, otherwise recruitment cannot take place. The private sector has every interest in making this cooperation work,” he noted.

Learning, which combines 80% practice and 20% theory, is one of the most important features of this collaboration, he explained.

“When there is a salary and support, it proves to be very effective. The integration rate reaches 100% and the turnover rate does not exceed 2%,” Mr. Sekkouri rejoiced.

The minister said that the budgets allocated by the government are encouraging, but companies are also participating significantly to support this process.
