The president of the transport office, Vanina Borromei, presents an agenda provided in terms of files for the session of theAssembly of Corsica which begins next Monday. Air, sea, concession contracts with the regional CCI, outlook for the coming months, warm-up.
You will give a detailed update on the air in the disturbed context that we know. Do a work of synthesis, while waiting …
This information report, aimed at elected officials and users, retraces all the efforts made in the area of public air service since March, i.e. the start of the Covid crisis, as well as those that will be deployed for the months to come up.
The transport office and the Collectivity have played an important role in supporting this public service and the delegated companies and ensuring that territorial continuity is not interrupted, which would have been unthinkable.
It was our responsibility to reassure the teams of Air Corsica in a context of international health concerns, with very pessimistic forecasts for the medium term. However, today we are one of the few companies in the world able to provide guarantees for the future.
How is the regional company doing?
Good. We meet every week, with the president of the supervisory board, Marie-Hélène Casanova-Servas, in order to keep us informed as closely as possible of the decisions taken in the aviation sector and to regulate when necessary, which has been the case for several times since March.
It is a question of maintaining a daily service of the four airports of the island towards the continent and in particular Marseille and Paris, priority with the key as regards the health. And this is what we ensured and assumed with the crews who gave us their support while the atmosphere was anxiety-provoking.
A compulsory test to return to Corsica. Are you hungry like others or do you think it’s already a start?
Both. With a feeling of regret that we did not do it sooner, but also a feeling of satisfaction that a test has been set up for the end of year holidays. Such an obligation was essential. The take-home message is that you have to test yourself. And continue to submit to barrier gestures.
Maritime side, to be complete?
The Collectivity asked the delegated companies to guarantee service at least to the main ports on a daily basis and without passengers at the height of the health crisis. This has a cost that the transport office decided to take into account by voting, last month, of a financial amendment.

This is the price to pay to keep the food and economic link of the island and it was not possible not to be there. We will take stock on December 31, but we can rejoice at the drastic savings made by the office over the past five years, which have given us real latitude.
Offers for the transitional DSP between the five Corsican ports and the mainland were submitted between 11 and 14 December for the period of 1is March 2021 to December 31, 2022. When will the lines be officially allocated?
At the February session, the bidding will be opened tomorrow (today, editor’s note) and the examination of the bids by the Assembly will therefore take place in a little over two months. In the meantime, during the months of January and February, an extension by mutual agreement in the form of a rider was recorded.
We will also talk about port and airport concessions at next week’s session and the contracts that bind them to the CdC. Challenges ?
The concession contracts awarded to the CCI of Corsica for the commercial port of Bastia and the four airports of the island expire on 31 December 2020.
It was necessary to renew, or possibly re-launch a call for tenders, for a new allocation. It seemed opportune to us, in view of the health context with a still fragile market for a few more years, but also of the still uncertain legislative context regarding the national development of the chambers of commerce, trades and crafts, to extend these contracts. for a period of four years.
This will make it possible to accompany the Chamber during the transitional period of evolution of the law, with an option, it is not a secret, of attachment to the Collectivity. In the meantime, we are going to reflect together on the future of the Corsican CCI and that of concessions and their management.
Your priorities right down to the regions?
To continue, of course, to be present alongside companies, economic players, and through the salvezza plan to be as close as possible to our companies, including in the social field. As a corollary, reflections to be carried out in order to lower the freight rate.
In addition, beyond the commercial proposals that Air Corsica will make on the diaspora tariff, we are studying a tariff so as not to leave Corsicans on the tarmac who, while working on the continent, return regularly. And then, necessarily, we will advance on the regional company. She will return very quickly to the debates in the hemicycle.
