For more than 40 years, Action Education (formerly Aide et Action), an international association for development through education, has ensured access to quality education for the most vulnerable and marginalized populations, in particular children, girls and women, so that everyone can control their own development and contribute to a more peaceful and sustainable world.
Because access to quality education makes it possible to fight poverty and disease, limit climate change and build peace in a sustainable world, we promote lifelong learning. . Thus, we pay particular attention to early childhood education and protection, access and quality of education at primary and secondary levels, as well as vocational training and social integration.
By basing our intervention on the values of dignity, inclusion and integrity, as well as on the principles of action of transparency, accountability and solidarity, and thanks to the support of our 51,500 donors, we we are currently carrying out more than 80 projects in 16 countries (in Africa, Asia and Europe) for nearly 1.5 million children, young people and adults.
In 2024, the Action Education budget is €26 million. We employ around 600 people, including 550 directly in our countries of intervention.
In 2020, the association defined its strategic orientations for the period 2020 – 2029, implemented through 2 phases 2020 – 2024 and 2025 – 2029.
As part of these orientations, the association has decided to evolve its organizational model in order to better respond to the challenges posed by our contexts of intervention and by the overall evolution of the sector. This transformation process requires the definition of processes and frameworks which we carry out in the form of a dedicated project.
It is in this internal context that we seek An international HR project manager will have a 6-month mission.
Missions
Under the direct responsibility of the international administrative and financial director, in functional link with the international director of programs and technical resources and in strong collaboration with the teams in charge of human resources management in the countries of intervention, the HR project manager International has the main mission of:
- Define the processes induced by the harmonization of operational, administrative and financial management centers.
- Drawing on existing documentary resources, produce a standard human resources management manual that can be transposed to all countries of intervention.
- Define the RACI of international HRM.
- Support change and define the deployment plan for this guide.
Simplicity and pragmatism must guide this work of formalization and consistency. This mission must also be part of a spirit of support and transfer of skills to the current human resources manager, a position whose vocation is to open up to international issues in the medium term.
Responsibilities
1/ Harmonize and finalize the HR policy:
Take inventory, consolidate, align and draft HR policies in the countries of intervention. This includes:
- Remuneration policy.
- Travel policy.
- Recruitment, induction (integration?), evaluation and training policy.
- Personnel administrative management policy.
- Staff representation policy.
- Ethical frameworks: PSEA, child protection.
2/ Contribute to the optimization of HR tools:
- Take stock, question and optimize the use of the FACTORIAL personnel administrative management tool and, in general, the tools used for payroll, administrative management and annual reports.
3/ Support the reorganization of the human resources department:
- Audit the breakdown of HR responsibilities at local and international level.
- Make recommendations on target organization charts and RACIs.
- Define the support and training actions necessary for human resources services to make the policies and tools selected effective.
4/ Support for HR management of the Directorate of Programs and technical resources:
- Participate in the recruitment of key people during the duration of the mission.
- Prepare a plan for future retirements, including timetable, cost estimates and an associated recruitment plan.
Your profile
- Diploma in human resources.
- At least 5 years of experience in defining and implementing HR policies in NGOs.
- Experience supporting organizational change and/or transformation is an asset.
- Ability to lead multicultural working groups.
- Excellent writing skills
- Autonomy, organization and planning capacity.
- Fluency in English.
Conditions
- Duration : 6 month fixed-term contract. However, part-time applications will be considered.
- Startup : As soon as possible.
- Lieu : Position based at Paris 11, boulevard de Charonne.
- 2 days of teleworking per week possible.
- 23 days of RTT pro rata temporis
- Mutual insurance covered by the employer at 75%
- Restaurant ticket card €10/day covered at 75%
- Missions to countries of intervention may be necessary.
- Salary positioning : from 40 K€ depending on profile
