This is the second homelessness investigation to be completed in a week
The Economic Police has completed a second investigation in a week, related to a contract concluded by the previous management of the University Hospital “Alexandrovska” EAD. It is from 2020 for construction and installation work in the building of one of the clinics. BGN 600,000 have been allocated in advance, but construction has not started.
In December 2019, two contracts were concluded for the provision of a targeted subsidy for capital expenditures between UMHAT “Alexandrovska” EAD and the Ministry of Health, worth over BGN 3 million, and the Contractor – UMHAT undertakes by January 31, 2020 to conducted a public procurement under the Public Procurement Act. In practice, however, the public procurement was announced on February 6, 2020, and the decision on the selection of contractors under the Public Procurement Act was announced on July 8 – a delay of almost half a year in violation of the terms of both contracts. However, representatives of the University Hospital have signed a contract with a company for construction and repair activities on the building of the Clinic of Propaedeutics of Internal Medicine. An amount of BGN 596,620.94 was transferred in advance.
At the same time, in the period from the announcement of the public procurement on February 6, 2020 to December 18, 2021, the University Hospital did not take action to obtain the necessary construction documents for the implementation of the contract and repair work has not begun.
The established violation of the term under the concluded contracts with the Ministry of Health requires the funds to be returned to the department, as on February 10 this year. The Ministry of Health has requested from the University Hospital “Alexandrovska” EAD within one month to fully reimburse the transferred funds under the two contracts. The company objected with an argument that the non-performance was due to the fault of the Assignor, as the Contractor was ready to perform the repair work.
In connection with the facts established by documents, the GDNP proposes that the file be sent to the SGP with an opinion on the initiation of pre-trial proceedings for a crime under Art. 219 of the Penal Code.
In just one week, this is the second inspection completed by GDNP related to the University Hospital “Alexandrovska”. The conclusion of the investigators on the first inspection was that there are grounds for initiating pre-trial proceedings under Art. 219 of the Penal Code for concluding an unprofitable deal and homelessness and Art. 282 of the Penal Code for improper benefit from the contractor of construction and repair activities.
