The purpose of this memo is to specify the organizational arrangements for the Loire-Atlantique interdepartmental movement for the 2025-2026 school year. All teachers wishing to participate in these operations are invited to read this document in its entirety.
I) Les participants
The interdepartmental movement is open to primary school teaching staff holders no later than September 1, 2024 and fit to exercise their functions.
Primary school teaching staff placed in one of the following situations may also participate in the operations of the interdepartmental movement:
- Staff placed on parental leave. Teachers who obtain satisfaction from the interdepartmental movement must participate in the departmental movement in their host department in order to obtain a permanent assignment. Parental leave granted by the original department is maintained and teachers must, one month before the end of the period of their leave, send to the DSDEN of the new department either a request for renewal of their leave, or a request for reinstatement .
- Staff placed on long-term sick leave, long-term leave or automatic availability. Teachers obtaining satisfaction from the interdepartmental movement will only be able to resume their duties in the department obtained after a favorable opinion from the Departmental Medical Council of the host department.
- Staff placed on standby must, if their transfer request is satisfied, request their reinstatement with their original department, in order to be able to integrate their new department.
- Personnel placed in a seconded position must, in the event that their transfer request is satisfied, request their reinstatement with the central services of the ministry (DGRH office B2-2), in order to be able to integrate their new department.
Agents applying for a secondment can simultaneously request a change of department and submit a secondment request. If the transfer is obtained, the benefit of the change remains acquired. The receiving department therefore becomes competent to assess the advisability, taking into account service requirements, of issuing a favorable opinion or not on the secondment request. Any favorable opinion obtained in the department of origin is not binding on the receiving department. - Staff assigned to suitable short- or long-term positions. Retention in these positions is not systematically ensured when changing departments.
- Staff requesting both a change of department and professional training leavemust know that in any case, the benefit of the change of department leads to the loss of professional training leave granted by the original department.
Cannot participate in the interdepartmental movement:
- Trainee school teachers.
- Staff recognized as unfit to carry out their teaching duties.
- Agents retained in profile positions (POP) for the 2023 and 2024 campaigns cannot participate in the 2025 interdepartmental movement given the minimum duration of 3 years of occupation of a position obtained by the movement on profile positions.
II) Support and information systems
In order to facilitate the process of teachers in their mobility project, several tools are made available to them:
Candidates for an interdepartmental transfer have access from Tuesday November 5 to November 27, 2024 via the number 01.55.55.44.44 has a ministerial info-mobility platform responsible for providing them with individualized assistance to support their mobility project.
Ministerial info-mobility platform: from November 5 to 27, 2024 from 9:00 a.m. to 6:30 p.m., (working days) except November 27 with a closure at noon (Paris time) advisors will inform you and support you. Tel: 01 55 55 44 44 (Monday to Friday from 9:00 a.m. to 6:30 p.m. – Paris time).
III) Procedure for internet access to the information and transfer assistance system
Teachers enter their request on the information and assistance system for transfers (SIAM) accessible on any computer station via the internet using the I-Prof application.
To log in, the teacher must:
- Go to the following address:
- Click on the academy of assignment presented in the map of France;
- Authenticate by entering your “user account” and “password” that you usually use to connect to I-prof, then validate your authentication by clicking on the “Connection” button
Attention : If the teacher has changed his password using the tools offered by the virtual office, he must continue to use it for new connections. - Click on the I-Prof icon to access the various Internet services offered as part of career management;
- Click on the “Services” button, then on the “SIAM” link to access the first degree SIAM application.
This application allows the teacher, in particular, to enter their transfer wishes and to consult the elements of their scale as well as the results of the interdepartmental movement. While the server is open, they can also edit and cancel their request.
Teachers can request up to 6 different departments, ranked in preferred order from 1 to 6.
I invite you not to wait until the last moment to enter your wishes due to the risk of server congestion.
When the server is closed, transfer candidates receive an acknowledgment of receipt in their I-Prof email box confirming receipt of the request by the services.
The acknowledgment of receipt must be printed, signed and returned no later than Wednesday December 12, 2024 with supporting documents (see appendix 1) to DSDEN 44 – Teaching Personnel Division – Office for the management of 1st level public assignments – 8 rue du Général Margueritte – BP 72616 – 44326 NANTES CEDEX 3 (postmark as proof) or by email [email protected].
Administrative documents in a foreign language must be translated into French.
The absence of confirmation of request by December 12, 2024 will automatically result in the cancellation of the candidate’s participation in the movement.
IV) Forms to send
A specific form must be completed by the teacher who wishes to:
- Take advantage of the recognition of the center of your material and moral interests (CIMM) in an overseas department. This document, available on the ministerial portal (https://www.education.gouv.fr/mutation-des-personnels-enseignants-du-premier-degre-5498) or directly in SIAM must be attached to the transfer request confirmation with the corresponding supporting documents.
- Request the granting of the 800 point bonus for the handicap. This form, available on SIAM, must be sent with supporting documents. It is recalled that medical documents must be sent by post under confidential cover (First and last name of the agent on the envelope). These documents will be sent to the prevention doctor by the Teaching Personnel Division.
- Request for late participation in the movement for cases provided for by ministerial management lines (form available on the ministerial portal).
- Request a modification of your transfer request to take into account an unborn child or an unforeseeable transfer of the spouse (form available on the ministerial portal).
- Request the cancellation of his participation in the interdepartmental movement. The cancellation request must be justified by an exceptional reason which will be assessed by the administration (form available on the ministerial portal).
These forms must be sent to the DSDEN of 44 within the deadlines set by the management operations calendar.
V) The calendar of management operations
I remind you that confirmations of request for change of department must be accompanied by the supporting documents which are reminded in the appendix. Incomplete applications will not be studied by the office for managing the assignments of public 1st level teaching staff. No request should be sent directly to central administration.
Candidates for interdepartmental movement who obtain satisfaction are required to join their new department for the start of the 2025/2026 school year.
