Intercor Wins Bid to Build 24km Section of S11 Expressway for PLN 1.1 Billion

Intercor will build a 24 km section of the S11 Szczecinek – Bobolice expressway for just over PLN 1.1 billion. Today (July 6) we met the artist.

– In the tender for the construction of an over 24-kilometer section of the expressway, the offer of Intercor, worth slightly more than PLN 1.1 billion, was selected – informs Mateusz Grzeszczuk, spokesman for the General Directorate for National Roads and Motorways in Szczecin. – Other contractors may appeal to the National Appeals Chamber within 10 days.

According to GDDKiA, six bids from contractors were received in the tender for the construction of this section of S11. Their value ranged from PLN 1,107 to PLN 1,280.9 million, with the difference between the cheapest offer and the next one amounting to only PLN 20 million. All of them were within the cost estimate of PLN 1,368 million.

– The tender commission, after checking and verifying the offers, indicated as the most advantageous, simultaneously with the lowest price, submitted by Intercor – the GDDKiK spokesman clarifies. – Non-price criteria: extension of the warranty period for selected elements and the development of reclaimed material on the construction site – all contractors declared the same, maximum level.

The investment will be carried out in the “optimise and build” formula, and the contractor will have 10 months to develop executive designs and 19 months, excluding winter periods, to carry out the works. – Completion of the investment is planned for 2026 – adds Mateusz Grzeszczuk. Let us remind you that the 47-kilometre section of S11 Koszalin – Bobolice will be passable in a few weeks.

Szczecinek – Bobolice is the last section of S11 in Western Pomerania. The environmental decision for the S11 road in the West Pomeranian Voivodeship was obtained in 2011. However, for the section Bobolice – Szczecinek, further preparatory work could start only thanks to the decisions of the Minister of Infrastructure in 2017, granting funding for the development of documentation. – In 2018, we signed a contract with Transprojekt Gdański, worth PLN 6 million, for the development of the Program Concept together with the construction project – says Mateusz Grzeszczuk. – In 2021, the documentation was completed and an application for a decision to authorize the implementation of the road investment was submitted. On November 28, 2022, the West Pomeranian Voivode issued a ZRID decision for this section.

The new S11 is to be a dual carriageway expressway with two lanes in each direction. Two road junctions will be built on this section – Wierzchowo and Szczecinek Północ. The latter will be built in the place of the current roundabout at the northern end of the Szczecinek bypass. To the south of the Wierzchowo interchange, a pair of Passenger Service Areas is planned. These facilities will have a reserve for the construction of petrol stations and restaurants. The construction of 26 bridges is planned, including four overpasses for animals.
