“War (in cyberspace) is taking place, and it is taking place very intensely,” the Russian Foreign Ministry’s Director of International Information Security, Alexander Krutskikh, warned.
He claims that cyber attacks have become so frequent and severe that they constitute a new world conflict, hidden from the public eye.

“As much as we act like this, everything is hidden, in fact, full-scale hostilities are taking place in cyberspace. And in general, the media is right to say this already Third World War . We just don’t know the extent of the damage, or who will lose in the end, or what the configuration of the world as a result of the war will be,” he said in a speech at the Moscow State Institute of International Relations. Krutskikh stressed that the Kremlin is eager to use the UN structure to reach an international agreement on digital warfare. He complained, however, that the US and other countries had interfered with Moscow’s efforts to make the issue a priority.
In January, he reported, there will be a substantive session of the UN special commission on the development of a convention for cyber warfare.
Krutskikh claimed the session was a Moscow-backed initiative.
