Global warming, reduction of carbon emissions, inflation of energy prices… Current events are forcing cities to speed up the insulation of municipal buildings and particularly schools. This summer, work is planned in Élange and Garche.

Saving on the energy bill, providing better comfort and reducing carbon emissions: the thermal renovation of public buildings in France is considered THE project of the century. Among these public places to better isolate are schools. In Thionville, where there are fifteen elementary schools and sixteen kindergartens, it is a substantial heritage.
Who’s next ?
The municipal strategy is to work first on the envelope of the buildings (roofing, door frames and insulation). “Nearly 80% of kindergartens have been treated on these points since the start of the mandate”, indicates Emmanuel Bertin, Deputy for Education. This summer, Semailles kindergarten (Elange) is on the roadmap; the exterior insulation work costs €90,000. “We will thus have renovated the whole school over three exercises”, specifies the elected official.
This fall, the Vergers du Bérel elementary school (Garche) will deal with this same type of project. The cost of the operation is €80,000.
The objective of insulation work is twofold: to save energy in winter and to offer better heat resistance in summer, but not everything is so simple. “The reverse effect of insulation is that the premises tend to ventilate less well because the systems in place are no longer suitable, which is just as problematic,” warns the director of technical services. As a result, the municipality is considering the advisability of installing ceiling fans in classrooms, “but not before next year”.
In any case, despite the recurring appearance of very hot days from May, it is excluded to use air conditioning, whether for budgetary or ecological reasons – air conditioners are also responsible for warming the atmosphere. It is said.
Go faster: possible but…
On May 9, the Minister of Ecology unveiled a major insulation plan for the 49,000 schools in France and their 6 million students. An announcement that could fix Thionville’s works budgets… “Politically, thermal renovation is the issue of the moment. In Thionville, we are already on a very high trend but we are in fact ready to accelerate on insulation, provided that we are supported”, emphasizes Emmanuel Bertin. It remains to be seen how the State will direct the subsidies as a priority.
Revegetation: the shot is off
The dewatering of Poincaré’s court set the pace. This “signature” achievement, praised by the Minister of Education when he came last May, is useful for the comfort of recreation and to fight against heat islands in the city center but it also has educational virtues. “Teachers can teach outside; the places are available differently for the extracurricular”, enumerates Emmanuel Bertin. This year, the consultation is launched to green the Cour des Semailles; a budget of €150,000 is planned. In 2023-2024, we will deal with the Jean-Jacques Rousseau school”.
Like the playgrounds, the road safety education track located on the Côte des Roses will be de-waterproofed and planted during the summer holidays. The bill is estimated at €70,000.
