Insulating houses is high on the political agenda and can be found in most election manifestos. The parties are not only concerned with saving energy for the climate.
The main intention is that citizens can spend their money on groceries instead of on the energy company, as can be read in the programs.
New Social Contract (NSC) by Pieter Omtzigt believes that people in a poorly insulated rental home should receive a discount on the rent. GroenLinks-PvdA and VVD can also agree with this.
The VVD believes that people who live in a poorly insulated rental house should be able to report this to the municipality. This can then oblige landlords to reduce the rent until insulation measures have been taken.
Discount on materials
GroenLinks-PvdA wants an insulation offensive for all houses, with priority for low and middle incomes. People who want to insulate their own home should receive a discount on materials.
The Christian Union wants 200 million euros for a National Insulation Program. D66 and Volt speak of a National isolation offensive and a National isolation plan with various subsidy options.
The CDA actually thinks that a municipal approach is more effective, district by district, with priority for vulnerable neighborhoods. The PvdD wants to increase subsidies for nature-inclusive insulation. Bij1 wants to ban all poorly insulated rental properties from the rental market by 2030.
Extra money for ‘fix brigades’
More details come to light when the election programs are calculated by the Central Planning Bureau and the Netherlands Environmental Assessment Agency. ChristenUnie, D66 and GL-PvdA are setting aside extra money for the deployment of ‘fix brigades’, which will install small energy-saving measures in your home.
VVD, D66 and Volt want at least energy label D in the rental sector from 2030. The Christian Union is tightening this up to label C and GroenLinks-PvdA to the slightly stricter insulation standard. For the owner-occupied sector, the Christian Union wants a ban on labels F and G before 2030. Volt wants mandatory HR++(+) glass for all buildings, including owner-occupied homes, by 2030.
NSC believes that insulating rental properties should be funded from the proceeds of the national auction of CO2 rights.
‘Green grab bag’
More to the right For example, JA21 wants to invest in insulation, initially in new-build homes. According to D66 party leader Rob Jetten, the extra money for insulation measures is desperately needed. “I would say to people: don’t fall for the climate talk of a number of right-wing conservative parties, because then we will only slow down in this approach in the coming years.”
