Independent fact-checkers have already reviewed the same doctored photo in another post.” When you click on this message, a box appears that says the following: “Manipulated photo: Information verifiers have already reviewed the same altered photo in another publication. There may be slight differences. Independent fact-checkers say the photo or image has been edited in a way that could mislead people, but not because it has been shown out of context.”

In the text it states that the information verifier of the photo is EFE and highlights as a conclusion “altered photo or video”, and also emphasizes that “the image of Kate Middleton with her children is manipulated.”
